USAID-funded Palestinian Authority Capacity Enhancement Project

The Palestinian Authority Capacity Enhancement Project (PACE) is working with the Palestinian National Authority (PNA) to improve the institutional capacity and the delivery of government services to citizens. The three-year project is being implemented by Chemonics International Inc., a private international company, with funding from the United States Agency for International Development (USAID).
The project has immediate openings for
two technical leaders
to work directly with partner PNA institutions to develop, manage, and facilitate project interventions.
Key Responsibilities:
• Design, managing, and implementing interventions to support service improvement
and institutional strengthening at the ministry.
• Act as primary liaison between partner institution and PACE project.
• Assess needs, priorities, and capacities of the ministry and facilitate technical interventions that address identified gaps.
• Identify internal and external impediments that hinder institutional development
and implement measures to overcome them.
• Establish a partnership with stakeholder leadership and working level contacts, fostering genuine communications and buy-in from the project stakeholder.
• Facilitate, coordinate, and oversee work of short-term consultants.
• Prepare work plans and contribute to required reporting.
Qualifications:
• An advanced degree.
• At least 8 years of project management experience and relevant work on donorfunded
projects. Previous work experience with USAID preferred.
• Demonstrated ability to assess capacities of public sector institutions and identify
necessary interventions.
• Palestinian or regional experience working to achieve public sector reform highly desirable.
• Excellent understanding of capacity strengthening, reform and good governance related concepts in the Palestinian context.
• Knowledge and experience with monitoring and evaluation.
• Ability to travel throughout the West Bank as needed.
• Demonstrated excellent written and verbal communication skills in both English
and Arabic.
