THE JOB

Under the direct supervision of and the responsibility of the Project Manager, the Technical Officer will be responsible for supporting the PM in the techncial implementation, progress monitoring, and reporting of the project Fostering Inclusive Employment and promoting the advancement of equitable opportunities for Persons with Disabilities implemented by HI & partners organizations.

Main tasks will include:

Responsibility 1: Provide technical support for an inclusion framework of PwDs amongst the public and private economic realm

Aim: Ensure full understanding of inclusion barriers and opportunities for employment and entrepreneurship to inform awareness rising and advocacy activities in Gaza and West Bank. Ensure development and support to implementation of needed technical documents, tools, and frameworks according to the processes and procedures in HI.

Activities:

- Participate in the development of the tools needed for informing, identifying and supporting PwDs for job and internship placement work including methodology and tools
- Identify and mobilize existing employers willing to recruit workers with disabilities and support them in accommodating service provision and/or working environment
- Under the Project Manager supervision, support the definition of collaborative framework with identified employers and monitor its implementation including lessons learnt
- Raise awareness amongst public and private stakeholders about the need for inclusion of PwDs in employment and how to address potential barriers they may face.
- Contribute to the definition of assessment framework including tool development and data collection itself
- Identify livelihood stakeholders active in Gaza strip and related barriers and opportunities
- Contribute to the analysis of collected data, the development of a report and to the definition of adapted action plan & recommendations for intervention.



Responsibility 2: Capacity building of employers, DPOs, partners, and or staff to improve employment of PWDs mechanisms

Aim: Ensure capacity building plan are established and run on a timely manner

Activities:

- In close collaboration with project manager and partners, develop capacity assessment tools to facilitate the employment of PWDs.
- Train DPOs in using the reasonable accessibility assessment, employer inclusion assessment tool and accompany their implementation and the analysis of the data collected.
- Support DPOs to define employer capacity building plan and monitor implementation including analysis of KAP improvement.
- Identify technical resources required for the implementation of the plan and support their mobilization.
- Develop training plan , training materials and deliver training in the areas of expertise and organize all capacity building sessions planned under the project,
- Provide guidance to employers in the identification of PwDs needs for work placement adaptation.
- Set up coaching and mentoring mechanism and accompany its enforcement
- Organise regular complex cases meetings and good practices meetings with the employers.
- Support DPOs/stakeholders to define and implement an advocacy framework towards local services and employers
- Produce training and coaching reports and coordinate feedbacks with the employers, and PWDs employees for strengthening continuous staff development.
- Follow-up and monitor the activities /internship provided by the employers in line with the identified internship criteria.


Responsibility 3: Monitoring, lessons learning and reporting.

Aim: Contribute to project monitoring, lessons learning and reporting

Activities:

- Organize regular lessons learnt analysis with project team and partners for adjusting the tools & methodologies
- Contribute to the identification of good practices under the project
- Contribute to the development of data collection tools for documenting indicators, collect data in relation with core tasks and measure the progress made.
- Follow up the number and characteristics of the project beneficiaries,
- Develop case studies and success stories to illustrate changes induced by the project and for communication use
- Contribute to planning and produce activity reports
- Contribute to the production of the donor report,
- Contribute to the preparation and implementation of project quarterly review
- Participate to the organization of technical reviews and technical missions
- Participate to professional network at national level in the field of expertise of the project


Responsibility 4: team supervision.

Aim: Support the PM and contribute to the overall team supervision in Gaza.

Activities:

- With close collaboration with PM coach and supervise the team.
- Contribute to the development of team job description and support the PM in organize recruitment in collaboration with Human Resource department
- Contribute and support the PM in the assessment needs of the team for training and identify adapted response in coordination with Human Resource department and coordination team.
- Support the PM to measure the performance of the project team along the year and provide guidance as required.
- Contribute and support the PM in project team career development in coordination with Human Resource department.
- Support to project activities Implementation
- Handle requests regarding project information and data
- Liaise with other stakeholders based on the needs of the project to facilitate the achievement objectives.
- Support the PM in mapping national or local employment forums and related events.
- Support the PM and the partner in the preparation and implementation of training for DPOs.
- Support the PM in DPO and employers grant management
- Support the PM in the employment study

THE SUCCESSFUL CANDIDATE

-Advanced degree in business management /business adminstration or equivalent
-Minimum 5 years experience in livelihoods project in NGO sector or social business in private sector
-Skills in Corporate Social Responsibility
-Skills in organizational development, developing training and providing coaching for capacity building
-Ability to develop information material
-Analytical skills
-Ability to work with private sector, partners, civil society organizations or public authorities
-Ability to live and work in a difficult security context and in conditions of limited comfort and willingness to accept security protocols.
-Ability to work under pressure in an unstable and changing environment.Motivation for promoting access to work for people with disability.
-Ability to respect deadline and work under pressure
-Excellent communication skills Proactive, solution maker, strongly positive, constructive and dynamic personality
-Ability to travel between the 2 sites Gaza strip & West Bank for work purposes


Initial contract will be for a period of 30 months and the position is based in Gaza.
