Première Urgence Internationale is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002. 

PUI is operating in the West Bank, including East Jerusalemand Gaza Strip. The organization is working in different fields such as shelter, Food security and livelihoods, Agriculture, Heritage, Economic recovery and Cultural Heritage.

PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.

OVERALL OBJECTIVE

Under the responsibility of the WB Protection Consortium Project Manager, the technical Officer Role is to conduct Deep  & technical assessment and supervise the implementation of the WBPC project related to settlers violence in the North of the West Bank( not exclusively).

That mainly – but not exclusively – includes: 

  • Conducting technical deep assessment for the emergency response in addition to mitigation and pro-active interventions across the WB, mainly in the north of the WB
  • Following up complaints-related issues.
  • Following up on donor-funded structure incident reports
  • Following up on archiving operational files  
  • Support in other tasks related to the WBPC operations department at PUI and the WBPC interventions as a whole in cooperation with WBPC partners and the secretariat when needed and requested.

Internally, He/she will contribute in reporting, updating activities follow-up tools and work plans.

Externally, she/he will develop community mobilization, relations with the municipal/ village councils, and communities representatives as well as identification of local partners upon need/s, identification of opportunities/vulnerable groups, communities,  IHL violation, protection threats …etc.

In addition, He/she is responsible for alerting the team about any related protection issue/incident occurring in the area of intervention. She/he will ensure that the PUI procedures, regulations, and code of conduct are fully respected during the implementation of the livelihood activities.  

TASKS AND RESPONSIBILITIES

  1. Conducting technical deep assessment for the emergency response in addition to mitigation and pro-active interventions across the WB, mainly in the north of the WB
  • Conducting field visits to evaluate the feasibility and the technical specifications (etc.) of the potential emergency / mitigation and pro-active interventions and the protection threats across the WB, mainly in the north of the WB
  • Cross check the collected information from different sources (CEWs; VCs. Suppliers; affected HHs ; Geographical Partner/s, CWRC, or other relevant stakeholders).
  • Conducting risk assessments for each proposed response including suggesting recommendations for the material delivery process and installation process (mainly at-risk areas).
  • Updating the deep assessment with the technical specifications and budget according to the ongoing purchasing contracts with supplier/s at PUI  & updating the database accordingly.
  • Being part of the emergency and mitigation and pro-active interventions selection committee , and checking the needed supporting documents to proceed with the response.
  • Request cash assistance and purchase requests for emergency responses, and other PUI activities after approving the assistance from the selection committee (SC) and the WBPC manager, in coordination with the supplier/s and the logistic officer (mainly for construction, first aid kits & Agricultural suppliers) and in coordination with Finance officer in terms of cash assistance.
  • In charge of the PR tracking tool (in close coordination with the Database technical officer) by ensuring and following up the requested PRs by other officers are inserted into the tracking tool on time, as well as anticipating and alerting the WBPC Project Manager in case of delays in deliver/allocate/validate the PRs.
  • To ensure proper delivery of humanitarian materials and to inform the WBPC project manager and the PUI logistic officer about completed delivery /challenges…etc.
  • Coordinating the delivery & installation of the material with the community, PUI beneficiaries, and consortium Partners, aiming to ensure the proper implementation of the activities.
  • Monitoring the smooth implementation of the material by conducting regular field visits and writing relevant reports and feedback.
  • Document all activities by collecting and providing all necessary information and taking photos before/after the activity.
  • In coordination with the Finance/admin officer, he/she will prepare the required documents for the delivery process such as donation certificates, MoU…etc upon the need.
  • Prepare the minutes of works completion MWC, and the Agreement, and prepare the cost of implementation request when needed.
  • In coordination with the logistic officer, he/she will prepare visibility signs related to PRs for the implemented activities and then ensure installation in the field.
  • Participation in conducting FGDs to identify the pro-active interventions across the WB ( mainly in the north of the WB).
  • In coordination with the Community Based Protection officer at PUI, he/she will report the implemented responses to feed the OCHA system PoC.
  1. Following up complaints-related issues.
  • Under the supervision of the WBPC project manager, he/she will follow up on the received complaints through FRM in coordination with the MEAL unit and the operation team.
  • He/she will support in addressing the received complaints on time in a proper manner in line with MEAL requirements.
  • He/she will be involved in tackling any shortcomings related to assistance delivery by himself /herself
  1. Following up on donor-funded structure incident reports.
  • Provide quality and timely first drafts of incident reports related to operations, notably regarding loss or destruction of humanitarian assistance provided by the WBPC /PUI to beneficiaries.
  • Cross-check the information needed for the incident reports in coordination with the operations team and through field visits if needed.
  • Gathering feedback from project manager (PM), Field Coordinator (FCO), field teams, or Coordination team on incident reports and produce final clean versions of the reports.
  • Ensure the reports are properly archived at base level.
  • Coordinate with other WBPC partners to fill out the incident reports related to structures provided by them.
  • Insert the donor-funded structure incident report in its tracking tools.
  1. Following up on archiving operational files
  • In coordination with the operation team, he/she will ensure proper archiving of all project-related documents and the verification sources, which are mentioned in the proposals, are available.
  • Supervise the compilation, cleaning, coding, and archiving of all documentation related to the provided assistance, both in physical and digital form, by following security and data protection protocols;
  • Actively contribute to audit or urgent data needs, either internally or externally, by providing the required archived documents in due time. 
  1. Support in other tasks related to the WBPC operations department at PUI and the WBPC interventions as a whole in cooperation with WBPC partners and the secretariat when needed and requested.
  • Contribute, anticipate, and provide technical recommendations and needed assessments for any humanitarian project once assigned by the WBPC Project Manager.
  • Review the purchasing tender/s items, and BOQ before launching them.
  • Support the WBPC partners upon request.
  • Any other relevant support.

DUTY STATION

This position is based in PUI Field Office in Nablus with at least 50% of the working time in the field, across the West Bank( mainly in the north of the WB) , in addition to the middle and south of the WB  based on the need.

Job Requirements

REQUIRED KNOWLEDGE AND SKILLS

  • Bachelor's degree preferably in the field of Civil Engineering, Agriculture studies, WASH or related field.
  • Minimum of 4 years of relevant working experience in related fields Project
  • Humanitarian field experience in the INGO is preferred
  • Valid and clean driving license aged more than 2 years

  • Very good knowledge of North West Bank villages and ability to move in the field.
  • Fluency in written and spoken Arabic and English
  • Professionalism, presentation, communication, and networking skills.
