Technical Officer

for the support and implementation of the Service re-engineering and decentralization sub-componentactivities of the PSDP.

Responsibilities and tasks include but are not limited to:

-Conception, management and implementation of program activities in the areas of Public Service
re-engineering and improvement of service delivery processes to the private sector by Ministry of
National Economy (MNE).
-In the context of this sub-component, responsibilities to include:
-Support in developing and executing assessments and improvement plan of MNE service delivery processes;
-ensuring efficient and timely delivery of ongoing project milestones;
-support in the design and development of new or follow-on activities;
-support in managing and follow up of third party contractors;
-Prepare and conduct qualitative research projects (development of survey instruments, field testing, training of field staff, organisational preparations in the field, data collection and analysis of data)
-Assist in writing reports and documentation of project progress and impact.
-Assist in communication and updating information and in collecting information regarding
working streams of MNE
-Provide back office technical support to the component team.

Required qualifications:
-University degree in the fields of Industrial Engineering or Business Administration.
-At least 3 years of professional experience in working in the Palestinian private sector enterprise, or
with international organizations in the fields of process re-engineering or quality management;
-Fluency in English and Arabic (oral and written), knowledge of German would be an asset;
-Ability to work effectively in interdisciplinary teams;
-Excellent interpersonal and intercultural communication skills;
-Driving license.

Assignment: expected starting date October 2010.
