The Palestine Liberation Organization, for the benefit of the Palestinian Authority has sought financing from the World Bank for the Integrated Cities and Urban Development Project (ICUD). The Project Development Objective is to assist participating urban areas to enhance their capacity to plan for sustainable urban growth. Concretely, the project will strengthen the institutional and technical capacity of participating urban areas (Ramallah area, Nablus area, Bethlehem area, Hebron area, and Gaza City) to plan for sustainable urban growth. The project will be implemented by the Municipal Development and Lending Fund (MDLF) and technically overseen by Ministry of Local Government (MoLG).
The MDLF, as the delegated implementation agency of ICUD, intends to use part of the ICUD Grant from the World Bank (WB) fund to hire an individual consultant to serve as a “Technical Supervisor”.
Objective of this assignment
The main objective of the qualified Technical Supervisor is to provide technical leadership and oversight to the project as a member of the MoLG Planning Department. More specifically, the aims are to:
- Oversee the design and technical preparation of all activities.
- Draft TORs for Local Coordinators and other Terms of References and Request for Proposals necessary for Project activities in consultation with the urban areas. Work with MDLF to ensure timely procurement. Participate in the selection and contracting of such procurements;
- Advise on training needs and assist in facilitating training/workshops for capacity development support to the urban areas for urban growth planning;
- Provide urban growth planning advice to the urban areas;
- Coordinate urban growth planning sessions for the urban areas in collaboration with Local Coordinators;
- Monitoring and managing project activities in coordination with Local Coordinators, consultants, and staff working on the ICUD implementation and reviewing relevant payment claims from technical point of view prior to their forwarding to the MDLF;
- Prepare in close consultation with the urban areas and MDLF the ICUD Annual Work Plan, Budget, and Procurement Plan.
- Ensure the MoLG and urban areas’ adherence to the Annual Work Plan, Budget, and Procurement Plan approved by the World Bank;
- Provide MDLF with details related to project activities and Result Indicator achievements for MDLF to fulfill reporting requirements of ICUD.
- Coordinate and strategize with the MoLG Planning Department on all matters pertaining to the urban growth planning activities;
The Municipal Development and Lending Fund (MDLF) invites eligible qualified individuals to provide information indicating their qualifications, experience and appropriate skills to perform the services. The main qualifications of the consultant are as follows:
- A Bachelor’s degree from an accredited university in urban planning, architectural engineering, or any other relevant field to the project. A master degree in a relevant field is preferred.
- At least 8 years of previous relevant experience in urban planning and local government strengthening.
- Proven track record in effectively managing a team and deliverables in the relevant subject for the project.
- Proven track record in effectively working with local governments and central ministries.
- Excellent communication and facilitation skills.
- Fluency in English and Arabic and excellent report writing skills.
- Excellent computer skills.
The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers published by the World Bank in January 2011, revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Individual Consultants shall be selected through comparison of qualifications of those who have expressed interest in this position.
The duration of the assignment is one year on a full-time basis, extendable to the full length of the project (4 years). The expected start date for the position is August 15, 2017.
