GIS Offcer -Regeneration of Historic Centers Project ( RHC)

Contract Duration: One year, contract is subject to renewal. Place: Urban Planning Department – MoLG, Albireh- Palestine.
The Ministry of Local Government (MoLG) in cooperation with the Belgian Development Agency (BTC) implement a project “Regeneration of Historical Centers (RHC) in Local Government Units” which aims to improve the social, cultural and economic development of Local Government Units (LGUs) in Palestine.

MoLG is seeking to recruit a qualified person funded from the RHC project to ll in the position of GIS officer.

Roles & Responsibilities:

-Develop GIS database for all outputs of the project, this shall include preparing base-map for the project for all LGUs targeted within the RHC project. This database shall be designed to accommodate all the spatial data of the project. The database shall be consistent with Geo- MoLG system as it shall be integrated into it at the end of the project.
-Supervise, manage and follow up the outputs of the database for the inventory of the Historic buildings that will be conducted through the project.
-Design interactive maps and material.
-Revise and give feedback on the maps of the SDF, DUPs and Urban Design projects and to 
make sure that it fully integrated with the GIS database.
-Support the Project Technical Committees (PTC) in all activities of the project. This shall 
include producing maps, charts, tables, reports and models.
-Applying heavy spatial data analysis to better support the PTC in taking proper decisions 
pertaining to regeneration and preservation of the HCs.
-Report to the National Director and the BTC on regular basis (monthly) for all activities done 
by the specialist.

Qualification:

-University degree (BA and above) in Architecture, Urban Planning or other related fields 

-At least 5 years experience in GIS in the fields related to urban planning, preservation or regeneration of HCs, 

-Competent knowledge in CAD software (AutoCAD) and GIS programs (ArcGIS desktop 10) and other 
relevant softwares. 

-Experience in Cultural heritage preservation and rehabilitation is an asset. 

-Excellent skills in spatial data visualization, editing, analysis and structuring. The ability to build spatial 
model to facilitate the automation, work ow and documentation. 

-Good Reporting and writing skills (English, Arabic). 

-Ability to communicate fluently in English. 

-Good communication and analytical skills.
