Job Description
Palestine Trade Center (PalTrade) is a nongovernmental organization established in 1998.  PalTrade’s purpose is to lead the development of Palestinian trade as a driving force for sustainable national economic growth. As the National Export Development Organization with membership of more than 300 Palestinian leading businesses, PalTrade advocates a competitive, enabling business environment and is dedicated to improving trade competitiveness through trade promotion and capacity building.

PalTrade’s operation and services are guided by sector-based strategies for export development supported by assessment of cross-sectoral opportunities and impediments. These strategies are deployed through a range of services and activities aimed at vitalizing sectors to export to target markets.

PalTrade is seeking candidates to fill the following positions for its main office in Ramallah:
 
Trade Policy Officer

The Trade Policy Officer is a senior executive with overall management responsibility for communicating and guiding PalTrade’s positions on trade policy. The Officer of Trade Policy works in coordination with PalTrade’s CEO.

The Officer is responsible for:

1-Coordinating PalTrade’s interactions with the government and legislature, national institutions and industry associations regarding trade advocacy;
2-Ensuring that Palestinian trade stakeholders and business leaders have representation vis-à-vis the public sector, international organizations, the multilateral trading system, national trading partners, development partners and non-governmental organizations;
3-In conjunction with the Export Development and Information Department, collecting, analyzing and disseminating research, information and news on Trade Policy;
4-Representing the Palestinian private sector’s interests internationally in trade negotiations, at conferences and on missions and will address diverse audiences on economic and trade policy issues; and
5-Demonstrating substantial experience in providing analysis and giving advice on trade policy issues at senior level.

 
Qualifications:

An advanced degree, preferably with a specialization in development economics, international trade or international trade law with minimum of 5 years experience directly related field.

Knowledge and Skills:

-Ability to analyze and draft policy papers and advocacy plans;
-Understanding of international trade policy issues affecting small developing countries;
-Ability in providing a timely and high- quality policy advice and briefings, assistance with consultations and advices on trade policy issues;
-Proficiency in spoken and written Arabic and English;
-Strong analytical, written and oral skills are essential;
-Excellent problem solving skills;
-Proficiency with MS Word, MS Excel, and MS Power Point and with Internet applications; and
-High level of initiative and excellent interpersonal and communication skills.
