The Palestinian National Authority (PNA) has received a grant from the Government of the Kingdom of Belgium towards the cost of “Regeneration of Historical Centers in Local Government Units(RHC)” Program.
The Ministry of Local Government (MoLG) is the implementation agency for component one of this program. The MoLG intends to use part of the grant for consulting services to conduct “Training Courses in the Management of Cultural Heritage Sites” in Jordan. The assignment aims to cover part of the capacity building program for the RHC project.
The Ministry of Local Government (MoLG) now invites eligible consulting firms and institutions to express their interest in providing the services.Interested consultants must provide information demonstratingthat they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are: General firm’s profile (Core business and years in business, experience in conducting similar assignments, technical and managerial organization of the firm, general qualifications and number of key staff). Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The Main objective of this assignment is to Support, strengthen the capacities of the Palestinian Local Government Units (LGUs) and other partner institutions at district and national levels in the field of “Management of Cultural HeritageSites”through the planning and implementation processes. The general outline for the training courses will cover the following:
-The essence and meaning of heritage and conservation ethics and its principles.
-Urban management of cultural heritage sites.
-Case studies of local heritage conservation projects.

Consultancy firms and institutionswill be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, Issued in May 2004 and revised in October 2006- Selection based on Consultant’s Qualifications (CQS).

Expressions of interests must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail). The deadline of receiving the EoI is by Wednesday18th, May 2016, before 1:00 pm.
Interested consulting firms and institutionsmay obtain a copy of “Term of Reference” at the address below during office hours between 8:00 to 3:00 from Sunday to Thursday.
