Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO launched in 2024 in response to the ongoing crisis in the occupied Palestinian territory (oPt). Based in Amman, Jordan with staff present in the West Bank and Gaza, the platform supports NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. The team harnesses data and insights to provide timely analysis and coordination services to assist humanitarians navigating significant risks to staff and beneficiaries. Job Summary
As the Training Manager, you will have the exciting opportunity to be part of launching training for INSO in Gaza. You will play a key role in setting up the training services and team from the ground up. Your responsibilities will include developing, organizing, delivering, and evaluating training courses that support national and international NGOs in organizational safety and crisis management, personal risk mitigation, and humanitarian access. You will ensure compliance with INSO training standards and best practices, manage the training team, and lead the annual training planning. Regular in-country travel is required.
Major Responsibilities
Implement Training Program
- Conduct a training needs assessment to identify training needs.
- Plan and organise training sessions.
- Communicate with INSO partners about training and listen to their needs.
- Contextualise and facilitate courses on safety and security management, personal safety, humanitarian principles and practices, access, and negotiations.
- Review and improve training materials as necessary.
- Design and incorporate monitoring and evaluation tools.
- Contribute to MEAL and donor reporting.
Lead the Training Team
- Manage the training team (1 Training Officer).
- Coordinate with INSO support teams and senior management.
- Seek advice and give support to other INSO training teams.
- Help manage the public perceptions of INSO’s work to establish and maintain recognition of its mandate for independence, impartiality, and neutrality.
- Comply with INSO service delivery standards and procedures.
Mandatory Requirements
- Excellent command of Arabic and English (written and spoken).
- Minimum 3 years of relevant work experience in the humanitarian, adult-learning, or civilian safety and security sector.
- Minimum 2 years of relevant work experience in team and project management.
- Understanding of NGO safety and security management, personal safety, humanitarian principles, practices, access, and negotiations.
- Work experience in conflict affected environments.
- Well-developed networking and organisational skills.
Desirable
- Experience delivering courses focusing on NGO safety and security management, personal safety, humanitarian access, and negotiations.
- Experience developing curriculum.
- Experience in public speaking.
- Project management and/or First Aid certifications.
- Experience implementing technical solutions in training settings.

Terms & Conditions
This position is based in Gaza and is only open to individuals with the right to live and work in Gaza. The starting date will be June 2025.
12-month contract, USD 3,200 per month salary. This is a consultancy contract, however conditions may change pending in-country registration.
INSO is also recruiting a Training Officer in Gaza and may consider applicants to this vacancy for that role. Shortlisted candidates will receive further information.
