Position: Training Program Development Consultant
Job Area: Technical and Vocational Education and Training (TVET) in Palestine Belgian–Palestinian Cooperation


The Ministry of Education and Higher Education (MoEHE) - General Directorate of TVET, with funding from the Belgian Technical Cooperation (BTC) in Jerusalem are offering the following position:
Training Prog.Dev.Consultant The TVET project is currently seeking the services of training program development consultant. The objective of the consultancy is to build the capacity of the TVET institutions, and to develop the training programs based on the labour market needs.

Location & Duration
The Training Prog.Dev.Consultant will be based in Ramallah-MEHE, the selected Candidate will work with a trial period of 3 months contract. The expected total number of days is 186 days for the period of one year.

Duties and Responsibilities
The training programs development consultant will carry out the following activities:
a)Prepare, structure, and Implement training workshops for the authorized committees and multipliers from TVET institutions and private sector that entails:
i-Develop training outline and methodology for each of the training and submit for approval by the project manager.
ii-Develop training materials that includes participatory tools and exercises and a training manual to
be handed over to participants for each of the training.
iii-Develop assessment tools for each of the training,
iv-Upon approval of the above, deliver the following 6 trainings for the stated target groups:
1-Train occupational analysis committees, and multipliers in developing occupational analysis.
2-Train curriculum outlines committees, and multipliers in developing curriculum outlines.
3-Train training modules developers, and multipliers in preparing/ developing the training modules.
4-Train TVET teachers, trainers and multipliers in implementing training
5-Train TVET teachers, trainers and multipliers in monitoring and evaluating training
6-Train TVET Institutions’ principals in management of the training (systematic approachtraining).
b)Follow-up the development of the training programs based on the labor market needs, by technically supervising the above mentioned committees’ work and ensures their quality outputs and deliverables.

Required Qualifications:
The programs development consultant should have the following key qualifications and experience:
1-Minimum of B.Sc. degree in any of relevant technical engineering programs or relevant fields.
2-Minimum of 10 years of experience with TVET institutions & relevant projects.
3-Extensive experience in training of trainers: TOT (developing training programs, implementing training programs, and monitoring and evaluating training).
4-Extensive experience in training programs development (development of occupational classification and description, development of occupational analysis, setting the curriculum outlines, preparing/ developing training modules, and designing training programs).
5-Excellent level of English and Arabic, spoken, written and reporting skills. Excellent facilitation and
computer skills.
6-Excellent interpersonal skills, including the ability to work effectively with people at different levels.
