 Integrity Action is looking for an organised, enthusiastic person to work as a Programme Manager (PM) in our small but busy Jerusalem-based office, for our Global Training programmes. You would be working as part of the Integrity Education Programme (IEN), managing the global and regional Integrity Schools (IS). The Global IS in Budapest has been held annually in association with the Central European University (CEU) since 2005 to provide applied skills for integrity building, for up to 60 people per year.  It is one of Integrity Action’s flagship programmes and is widely respected for the content and methods used in the course.  In 2012/2013 Integrity Action has expanded the integrity schools to Francophone countries, an additional English course to be held in Nairobi, and an Arabic edition.  The PM will be responsible for managing the course schedule, budgets, plans, expenditures, implementation and evaluation of these initiatives, as well as supporting the fundraising.
The PM is also responsible for training and quality assurance of training conducted by IEN staff as well as local staff we train in our partner institutions around the world.  As senior trainer, he/she will be responsible for the web-based materials and learning tools for IEN, which are primarily in English, but also exist in Arabic, Bahasa, Chinese, and Russian.
IEN is currently active with its other projects in Africa, the Arab World, Eastern/Central Europe and Central Asia, and Indonesia, with a focus on capacity-building, sustainable activity and local leadership.The IEN programme staff in Jerusalem serves as a resource base for the regional networks, and works to bring together best practices, materials and trainers in order to provide high-quality support, educational resources and training to our partners around the developing world.For more information about IEN and our Integrity Schools:  www.integrityaction.org

Responsibilities:
The Programme Manager will contribute to the work of IEN by directing the development, implementation, monitoring and evaluation of IS programme activities. Based in its office in Jerusalem, key tasks of this position will include:
 
Programme Implementation:     Management and Programme Implementation: Global ISThe Global IS Course Director is Integrity Action’s CEO.  The GLIS Programme Manager supports the Course Director in all aspects of the IS courses, including:
a)Acting as focal point within Integrity Action for all course-related matters including the preparation and timely review of the course plan
b)Preparing and monitoring budget charts on the course expenses and compiling financial reports after the course accordingly;
c)Participating in the recruitment of course participants and marketing the IS courses.
d)Handling the online application system, pre-screening applications and providing assistance in the selection process.
e)Communicating with selected course participants on travel, funding and other course-related issues.
f) Carrying out logistical and administrative work before and during the IS courses.
g)Liaising between Course Director and lecturers, in connection with their travel and contractual arrangements, as well as collecting and uploading teaching materials for the course’s e-learning site.
h)Continuous communication with the local hosting university regarding course-related financial and other organizational matters.
i)Managing the overall course budgets and all related financial issues in full coordination with Integrity Action’s Finance Director and finance officer.
j)Travelling to Budapest and locations of the other courses as needed during planning process, and immediately prior to the course date to arrange social events and other logistical issues with local service providers, and preparing the reimbursement of the funded participants.
k)Managing support staff who provide assistance for the IS on location and in the Jerusalem office.
l)Preparing the final narrative report including specific conclusions and recommendations for future course development and implementation.
m)Exercising expenditure control in accordance with the approved course budget throughout its implementation and drafting of the final financial report in coordination with the Course Director and Programme Directors.
n)Providing any other support as may be required for the successful delivery of the courses and reporting to the Course Director (or other relevant staff member) regularly on the progress of the courses’ organization.
o)Assisting in the identification of financial resources for developing the IS concept where it will be beneficial.

Management and Programme Implementation: Training
a)Serving as the professional resource person for Integrity Action and external trainers
b)Ensuring quality of trainers and a high standard of their training
c)Training new local trainers and academics, as well as Integrity Action new or existing staff trainers and existing local trainers.

Management and Programme Implementation: Learning Tools
a)Identifying resource people suitable for developing materials for Integrity Action’s learning tools.
b)Reviewing and editing materials for Integrity Action’s education-related websites.
c)Supervising research interns.
d)Uploading relevant materials onto Integrity Action’s relevant websites.
e)Identifying new e-learning tools and approaches and proposing ways in which the existing site can be improved.
f)Keeping up-to-date on other similar sites of educational institutions, NGOs and inter-governmental organisations.
g)Promoting information flow outward and inward through various social media facilities.
h)Managing the Global Classroom Online Library site (GCOL), Zotero and ensuring access for partners and the uploading of material from the regions, Integrity Action and others.

Qualifications:
Advanced university degree preferably in political science, international relations, public policy or related field.
Experience in the fields of democracy, governance reform, anti-corruption, civics education and human rights, is an asset.

Five to seven years experience working with universities, non-governmental organisations, preferably in the development, governance, anticorruption/ integrity/ ethics fields

Significant training experience in the above-mentioned fields and ability to transfer knowledge to managers and practitioners.

Experience in working with web-based learning tools.
Fluency in written and spoken English.  Knowledge of other languages, especially French, Arabic and/or Russian, is an asset.
Excellent managerial skills including ability to manage multicultural teams.

Ability to travel as needed to course locations, with minimal visa restrictions.
Excellent negotiating and networking skills, preferably with universities or public institutions in developing countries.

Proven experience in project management, monitoring and evaluation.
