Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)
- Introduction
The Ministry of Education has received two grants from the World Bank to implement the following projects:
- “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)” The program aims to improve education outcomes of primary and secondary students and increase student pathways to tertiary education and the labor market. The program is the first of its kind to implement a Multiphase Programmatic Approach (MPA) in the MENA region; and includes three thematic areas (components):
- Component 1: Building strong foundations for learning and wellbeing.
- Component 2: Harnessing technology to improve STEM learning and better equip students for the labor market.
- Component 3: Strengthening the student learning assessment system.
- Component 4: Project management and implementation support
- “Improving Early Childhood Development in the West Bank and Gaza (ECD)” This project aims to improve the coverage and quality of targeted ECD services for children from gestation until age 5, and it includes three components as follows:
- Component 1: Promoting early healthy development – (implemented by MOH)
- Component 2: Improving access to high-quality KG services – (implemented by MOE)
- Component 3: Project management and implementation support for MOH and MOE
MOE is considering selecting a qualified translation support officer to support the PCU in the daily translations, proofreading and converting written material from Arabic to English and Vice Versa.
- Objective of the Consultancy
Under direct supervision of the PCU Director, the translation support officer will support the PCU in the daily translations of written materials, proofreading and quality verification from Arabic to English and vice versa, including accurate reflection of a wide range of technical terms specific to the education sector.
III. Scope of Work
Under direct supervision of the PCU Director, the Translation Support Officer will conduct the following tasks:
- Translate statements, documents, and reports (Ex: evaluation reports, annual and semi-annual reports, etc.) submitted from projects’ stakeholders (Ex: PCU’s team, MoE’s team, World Bank, consultants) from Arabic into English and vice versa, all with high quality and accuracy.
- Edit and proof-read texts to accurately reflect language and ensure consistency between the Arabic and English versions.
- Review translated material for accuracy and quality.
- Provide consecutive or simultaneous interpretation, when required, during webinars, high level meetings, interviews, etc.
- Prepare a glossary of education sector terminologies based on discussions with the team as needed.
- Finalize and complete assignments flawlessly and promptly within the mentioned deadlines.
- Always ensure confidentiality of beneficiaries and stakeholders.
- Document and file all documents translated and created according to PCU directions.
- Other ad hoc tasks as assigned by the PCU’s director.
- Expected Deliverables (Notes: 1. the list of deliverables below is not exhaustive and may include other deliverables beyond what is explicitly stated, 2. The submission dates of the deliverables will be determined in the consultant’s action plan, during negotiation or at the commencement of work):
- ECD project – the consultant is expected to deliver the following translations/ reviews/ proofreadings:
- Translation of the diploma evalaution reports developed by NIET for the 1st and 2nd (5 reports for each unicersity per cohort).
- Translation of techncial reports submitted by local universities for the 1st and 2nd
- Translation of the impact evalaution report/research that will be developed by the World Bank.
- Review, edit and proofread the Introduction to the Kindergarten Lesson Plans document and annexes, the lesson plans (90 plans), and related workshop materials developed by the contracted university as part of the KG Teacher Toolkits under subcomponent 2.2.
- Translation of instructions for the use of the KG Teacher Toolkits.
- Review, editing and proofreading of the Midterm and Final Evaluation Reports (prepared/to be prepared by VE) and other analytical outputs developed under the PPP subcomponent.
- Review, editing and proofreading of the documents and deliverables to be submitted by the contracted firm under the data collection assignment for the Impact Evalution of the Diploma.
- Review, edit and proofread the documents and deliverables submitted by the IT firm (ULTIMIT) related to the ECD Quality Monitoring Tool Mobile Application (user manuals and other documents)
- Translation of Puplic Private Partnerships Progress Report developed by the World Bank.
- SERATAC project – the consultant is expected to deliver the following translations/ reviews/ proofreadings:
- Translation of the STEM Framework. (Component 2)
- Translation of the STEM situational analysis report. (Component 2)
- Translation of the policy questions that will be issuesd as a result of the STEM inventory assignemnt. (Component 2)
- Translation of the National Policy Framework for Assessment (Component 3).
- Trasnaltion of the PISA National Report (Component 3)
- Other – the consultant is expected to deliver the following translations/ reviews/ proofreadings:
- Translation and proofreading of Semi-Annual and Annual Reports.
- Translation and proofreading of any material prepared by the communciation specialist as part of the communication strategy.
- Any other required translations and/or proofreadings as needed.

- Minimum Required Qualifications
- Education: At least, bachelor’s degree in English literature, translation, or another related field.
- Experience: At least 5 years of relevant experience working as a translator, the experience shall at least include, translating written materials (reports, letters, brochures, and others) between English and Arabic. Experience in the education sector would be advantageous. At least 1 year of experience as an interpreter would be preferable.
- Skills: The consultant shall possess the following skills:
- Excellent writer, proofreader, and editor meeting tight deadlines and responding to emerging duties.
- Team player with excellent communications and interpersonal skills, able to work in a multicultural environment with sensitivity and respect for diversity.
- Ability to work under pressure and meet deadlines.
- Highly approachable, trustworthy, and confidential.
- Ability to perform translation tasks with minimal supervision.
- Advanced computer skills: particularly in – but not limited to - using MS Office, Online meeting platforms such as Zoom, Teams, and/or Google Meet, and Google drive/One Drive”.
- knowledge and experience in using interpretation features and tools, both virtual interpretation or in a face-to-face setting.
- Values and Ethics: The candidate should have a high level of integrity, accountability, and punctuality and be willing to work beyond normal working hours. S/he should also demonstrate and be exemplary in portraying the MOE and World Bank values and ethics. S/he should be a good team player.
- Place of Work:
The consultant shall work at MOE headquarters in Ramallah.
VII. Time Frame:
The contract will be for 6 months (ending on 31st December 2024), five days per week, seven hours per day, the consultant should be available to work beyond the daily official working hours as would be required to meet the time zone differences between stakeholders. The contract could be extended based upon the Ministry’s needs and subject to satisfactory performance.
VIII. Type of Contract:
The consultant will be selected in accordance with the “World Bank Procurement Regulations for Investment Project Financing Borrowers” dated July 2016, revised November 2017, and in August 2018, November 2020, and September 2023 (Selection of Individual Consultants).
The contract type is time-based, and payments will be disbursed on a monthly basis.
VII. Reporting and Reporting Obligations:
The consultant will report to the PCU Director.
The consultant (after receiving the required orientation by the PCU) will be required to provide a draft action plan at the commencement of the work, where this plan will be tracked monthly, to monitor the scope of work and the quality of performance.
