I-Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

II-Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a position of Transperancy and Compliance Assistant to support the operations in Gaza.
III-Position Profile
- Make sure ACTED standard FLAT (Finance m Logistics , Administration and Transperancy) system is implemented in relevant departments in all bases:
- Using a check list relevant to each activity for each department on a monthly basis.
- Review/check and consolidate the check list done by bases FLATO.
- Prepare recommendations in the case of irregularities or weaknesses
- Ensure that the recommendations are followed.
- Highlight, recommended and follow up mitigation of risks for ACTED activities.
- Insure the compliance of ACTED procedures.
- Improve ACTED’s current procedures.
- Ensure with on time follow up that FLAT folders are arranged with all required contains, base wise/project wise;
- Set up a Proper/regular communication with FLAT team in Capital and bases;
- Conduct a bi-weekly FLAT meeting to share/receive FLAT pending issues with DCD and FLAT team.
- Prepare a Monthly Compliance Report:
- Review and consolidate the MCR from the Areas including the annexes attached.
- Giving as much detail as possible for all existing projects that are ongoing and completed but are yet, to reviewed and submitted to the Regional/HQ Offices. The Compliance report is both a narrative report and includes annexes with specific analytical information and should be submitted to both the Deputy/Country Director and the Regional/HQ audit team;
- Report the updates of the Compliance situation for all projects during the country FLAT Compliance meetings.
- Participate in minimizing risk of fraud and corruption by ensuring adherence to ACTED FLATS procedures, ACTED Code of Conduct and ACTED Anti-Fraud Policy;
- Actively promote ACTED’s anti-fraud and whistle blowing policy within all ACTED offices in country.

IV-Qualifications:
- Bachelor’s degree in Accounting , Finance or any related field.
- At least 1 year of relevant experience in similar position from respectable INGOs, other non-profit organizations or private sector.
- Rigour, seriousness, honesty and punctuality
- Be able to work in a team and under pressure
- Flexibility, dynamism, good interpersonal skills
- Sense of fairness and confidentiality
- Sense of analysis and ability to propose solutions to problems encountered.
- Communication and reporting skills.
- Very Good in reading, writing and speaking both Arabic and English.
- Excellent IT skills, Microsoft programs especially Excel.
