Background
Enabel started the implementation of a new cooperation portfolio for Palestine. This program builds on the one hand on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade.
Enabel is looking for an TVET and Business Development Intervention Officer:
Job description
In the thematic area of expertise (TVET, employment, entrepreneurship) and under the supervision of the Project Manager:
Implement the activities of the YEP and PEP projects;
Provide the necessary technical input for achieving the expected results;
Contribute to quality assurance as well as knowledge building and management;
Strengthen the capacities of implementing partners.
Results area 1: Collaborator in the intervention
Realise the implementation of the projects and realization of results by providing input for planning, execution, coordination, and monitoring and evaluation of activities related to skills (21st century skills and TVET), employment and entrepreneurship.
Main tasks:
Planning
- Analyse the economic situation in Palestine and needs of the TVET and employment sectors.
- Realise and adapt the planning of activities contributing to the results of the intervention
Execution
- Support in drafting contracting and procurement documents
- Identify additional technical expertise required for implementing the activities
- Meet, raise awareness and negotiate with stakeholders
- Capacity development of partner entities
Monitoring and Evaluation
- Permanently update project information in M&E systems
- Support in the monitoring of implementation and coordination with implementing partners (PSUOs, NGOs, VTCs, government stakeholders, etc.)
- Ensure online project databases (sharepoint) are up-to-date according to Enabel guidelines
Results area 2: Technical collaborator
Provide the necessary technical input on the thematic of skills, employment and entrepreneurship in order to achieve the intervention’s technical performance in accordance with national and international norms and standards.
Main tasks:
Information
- Remain informed of recent evolutions in the TVET, employment and entrepreneurship fields;
- Participate to scientific and technical forums;
Contribution
- Participate in the coordination between different interventions
- Support in developing strategies and approaches specific for the target group of the intervention (vulnerable youth and women)
Results area 3: Contributor to quality assurance and knowledge management
Ensure quality assurance of services and contribute to organising knowledge building and knowledge management in the thematic of skills, employment and entrepreneurship.
Main tasks:
Quality assurance
- Control the quality of implementing partners progress reports;
- Ensure that the partners use the most appropriate techniques and facilitate the introduction of innovative practices;
- Knowledge management
- Organise a knowledge management and knowledge building system with the partners;
- Introduce new technologies and methods in the learning process;
Communication
- Produce strategic, policy and technical communication about the progress made
- Produce factual data (evidence) about innovations and achievements and present them
Contextual factors impacting the function:
- Changes in the security situation and/or labour market needs may require revision of strategy and approaches.

Your profile
Any specialism in the diploma:
Master's degree in business administration, educational or social sciences, international relations or related area.
Specific competences or knowledge required:
- At least 2 years of relevant experience in at least one of the following thematic: Skills development and TVET, employment, and business development support/entrepreneurship.
- Good knowledge of the latest trends and developments of TVET, and/or employment and business development sectors in Palestine.
- Excellent ability to communicate, exchange ideas and listen to the various stakeholders.
Specific competences or knowledge considered an asset:
- Any practical working experience in development-related projects
- Proven understanding of development principles
- Practical knowledge of cross-cutting themes (gender, decent work, green economy, environment, digital, innovation, etc.)
Languages: Excellent knowledge of Arabic and English (speaking and writing)

A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 5), and benefits. The exact salary will be defined according to the relevant recognised experience for the function.
