The Forsah TVET Activity supports technical and vocational education and training (TVET) institutions to better prepare Palestinian graduates for the labor market and to productively engage in local and regional economies. The TVET Performance Improvement Manager oversees and/or manages the assigned project and/or program(s), responsible for the development and execution of project work products, to include but not limited to program timelines, budgets, reports, and other products as identified. May be asked to assume responsibilities of another role to meet the needs of the project(s). In conjunction with the Deputy Chief of Party, create and implement a strategy to ensure TVET institutions are more responsive to the labor market needs, and that they incorporate relevant skills and competencies into their training program. Serves as team lead for the IR1 team, directly supervising staff and serving as the point of contact for one or more consortium partners.

Your Daily Tasks
- Design, develop, and manage evidenced-based interventions targeted at:
- Strengthening TVET institutions to deliver quality programs using innovative training/teaching methodologies.
- Improving the capacity of TVET institutions to adapt their training programs or develop new ones in response to the needs of the private sector.
- Lead unit JobsNow! grant application and selection process and provide monitoring and support for technical implementation of JobsNow! Grants.
- Oversee development of co-designed market-driven training programs at selected TVET institutions.
- Lead technical monitoring of curricula review and development and inclusion of key components.
- Oversee development of WBL/apprenticeship programs aligned with new/upgraded training programs.
- Assist DCOP and TVETs to secure government Academic Quality Assurance Committee ((AQAC) or MOL) approvals and deliver programs.
- Oversee development and distribution of Curriculum Co-Design Guide to support TVETs in enhanced capacity to independently engage private sector and youth actors to adapt and independently replicate a co-design process.
- Apply PYD approaches and Do No (More) Harm approaches and address Gender and Disability Inclusion considerations and Environmental considerations in their work.
- Address the needs for TVET institutions to adapt to climate change impacts.
- Ensure the program adaptively responds to changes in the operating environment to meet the desired objectives.
- As the primary liaison on the team for Virginia Tech and AnNajah ERC consortium partners, builds and maintains collaborative working relationship and monitors deliverables.
- Cultivate durable partnerships, facilitate locally led designs, use evidence-based decision-making, and ensure sustainability of approaches in their work.
- Monitor technical implementation and coordination with stakeholders for institutional greening activities.
- Technical monitoring of development and implementation of TVET Training of Trainers (TOT) through training and study tours by partner VT.
- Oversee coordination of transversal trainings via Cisco’s Network Academy.
- Lead unit to implement data collection, analysis, reporting to USAID and on-going Collaboration, Learning, and Adaptation (CLA) approaches in their work and in coordination with the Sr. MEL Specialist.
- Lead unit contributions for timely and accurate reporting and other deliverables to USAID
- Work closely with TVETs to develop Sustainability Roadmaps including workplans, milestones, and indicators.
- Lead TVCAT Assessment adaptation and activities:
- Works closely with MEL and GESI colleagues and consortium partners to configure TVCAT Assessment categories to align with key functions.
- Leads TVCAT implementation and workshop, assessment, and reporting.
- Manage budgets for program components and ensures unit is spending appropriately.
- Ensure application and implementation of vetting protocols or all activities under IR1.
- All Forsah TVET staff will meet high standards of financial management and compliance, including contributing to accurate and timely vetting under MO21.
- Work closely with TVETs to assess cost-economy and complete financial modeling to inform sustainable cost structures and market-based strategies.
- Manage and supervise a team of technical staff.
- Ensure activities are gender sensitive/transformative, align with positive youth development, and emphasize participatory and youth-led approaches.
- Support the establishment, cultivation, and maintaining of relationships with the ecosystem of program stakeholders, including public sector entities, civil society organizations, community-based organizations, and local governments, donors and implementers, program beneficiaries, and others.
- Employ creativity to adapt to learning and challenges throughout the implementation.
- Build a collaborative team approach between and with colleagues, partners, TVET institutions, and other stakeholders to ensure effective programming under IR1.
- Ensure programmatic cross-cutting themes are applied and incorporated in all plans, activities, and reporting, including PYD, GESI, and Green approaches.
- Monitor implementation challenges, develop creative solutions, and keep others informed.
- Ensure plans meet security requirements and monitor activities for security challenges; work with colleagues and partners to address or adapt to security challenges.
- Ensure activities support sustainable approaches to improve capacity of individuals and institutions to drive stable, long-term improvements.

Your Background & Skills
- Bachelor’s degree (master’s preferred) in Education, Economics, International Development, social sciences, or a related field, along with.
- A minimum of 8+ years of progressive experience in technical and vocational education strengthening, workforce development, youth development, and/or private sector engagement in Palestine or the MENA region.
- Strong understanding of the economic, educational, and youth contexts in Palestine with a deep network of relevant contacts across government, industry, and civil society.
- Familiarity with best practices in youth programming, including Positive Youth Development and USAID’s Youth in Development Policy.
- Demonstrated success in strengthening TVET institutions; this could include:
- Establishing or strengthening ties with the private sector.
- Developing training programs for TVET instructors.
- Enhancing female enrollment in TVET programs.
- Bolstering revenue streams and sustainability.
- Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders including youth, government ministries and officials, NGOs, donors, the private sector, and community-based institutions.
- Excellent leadership and interpersonal skills including conflict resolution abilities.
- Strong representational and organizational skills.
- Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
- Must be fluent in English and Arabic.
- You must have unrestricted authorization to work in Palestine.
