The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip.  Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Through our programme in Palestine, we protect and assist those affected by or threatened with displacement. NRC Palestine has offices in Jerusalem, Ramallah, Hebron and Gaza, where we provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education.  Nationally and globally, we advocate for the rights of displaced Palestinians. We work to reach Palestinians who are displaced or who face imminent threats of displacement. Together with local authorities and community-based organizations, we establish mechanisms monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

Project Background

NRC is currently implementing Urban Displacement outside Camps (UDOC) project with focus on emergency preparedness planning and communication with communities. NRC UDOC is currently working under the umbrella of IDPs working group to support humanitarian actors and communities all over Gaza strip. The project aims to effectively communicate and provide relevant information to the affected population (mainly IDPs), and to facilitate effective community forums to ensure timely and coordinated service delivery that includes community participation. NRC believes this will help pave the way towards more resilient communities with capacities to respond to future shocks. NRC’s UDOC has established strong experience responding to IDPs’ needs and protection concerns through filling field coordination and communication gaps in the Gaza Strip context. UDOC is well positioned and mandated to support the humanitarian interventions in urban displacement settings to prioritize the most vulnerable IDPs to access transitional and durable solutions”

Generic responsibilities:

  • Assist with the implementation of the CC  portfolio according to plan of action
  • Implements procedures and activities within own function or core competency as delegated
  • Responsible for organizing and delivery of tasks in line with priorities and standards
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement in relation to fieldwork
  • Ensure proper communications with beneficiaries and other team members
  • Assist with the implementation of project activities 
  • Adhere to NRC policies, tools, handbooks and guidelines

Specific responsibilities:

  • Conduct field visits to beneficiaries
  • Gather and organize data collected from the field as per project implementation plan, in accordance to NRC quality assurance measures
  • Collect needed information on received complaints from beneficiaries and community members
  • Maintain proper communication with project partners, community members and beneficiaries.
  • Liaise with community focal points and local stakeholders to ensure smooth activities implementation
  • Facilitate conflict resolution among beneficiaries and communities through liaising with community focal points.
  • Prepare PRs - Organize vehicles for team field trips
  • Responsible for arranging meetings, taking minutes of meetings when needed
  • Responsible for filing documents
  • Coordinate and arrange with project stakeholders and beneficiaries for info-sessions, meetings and field visits
  • Under the supervision of the UDOC M&E FP, plan field visits with M&E section
  • Carry out any other tasks requested by Line Manager

Job Requirements

Our Ideal Candidate:

We are looking for a university graduate in Administration Social Sciences or relevant field or experience, with a minimum of 3 years previous experience as Field worker in humanitarian settings.   Experience working in complex and volatile contexts, in particular in Gaza.  Technical expertise relevant to the role. Documented results related to the position’s responsibilities.  Good command in English, both written and verbal.

We are particularly looking for an individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
