Background:
The National Urban Planner will work under the overall supervision of the International Chief Technical Advisor / Team Leader for the occupied Palestinian territory, and the direct supervision of the International Urban Planner/Project Manager.
He/she will be part of UN-HABITAT's Support Team to urban planning related projects. He/She will take the lead on specific expected results assigned to him/her and act as the deputy to the International Urban Planner / Project Manager, including the function of officer-in-charge in absence of the International Urban Planner / Project Manager.
He/she will build up and maintain a network of local organisations and professionals working on planning related matters, liaise with relevant counterparts with the Palestinian Authority, sister Agencies and project partners on project activities, as requested by the Project Manager; He/she will support the Project Manager in proper knowledge management with regard to urban planning issues in the occupied Palestinian territory, and strengthen information flow between UN-HABITAT HQ and local HABITAT partners through representation, liaison, networking, and attendance at meetings, workshops and conferences.
 
Description of Responsibilities:
The National Urban Planner will fulfil the following functions and be responsible for the following expected results:
-Project/programme development: in support of the Team Leader,  provide technical inputs into the development and revision of a HABITAT Programme Document for the occupied Palestinian territory and  participate in the development of programmes and projects which are in line with the relevant Governing Council Resolutions, the HABITAT Programme Document and the Palestinian National Development Plan, and in line with her/his technical profile and expertise;
-Project management: support the Project Manager in effective and timely execution of UN-Habitat executed projects by providing appropriate technical and management support through periodic field visits, and monitoring of project activities;
-Advisory services: provide technical inputs on urban planning related matters into all project activities, as per the project documents and tasks assigned to her/him, in line with global policies and programmes of UN-HABITAT, drawing on UN-HABITAT's expertise and best practices;

The National Urban Planner will play a key role in quality assurance of project results, in relation to his/her field of expertise and help to ensure efficient and effective project management.

Qualifications :
Education:
Advanced university degree (Masters or equivalent) preferably in urban planning, or related field.
Experience:
Minimum of three (3) years working experience on urban planning and development issues.
Language Requirements:
Fluency in spoken and written English and Arabic; knowledge of oral and written Hebrew is an important asset
