Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women plays an innovative and catalytic role in Palestine since its inception in 1997. UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
UN Women has been working for the past five years to economically empower marginalized Palestinian women. Building on previous achievements through phase II of the “Women-run Schools Canteens” project implemented in partnership between UN Women and the Ministry of Education and Higher Education (MoEHE), both partners are now launching phase III of the project. The previous program has been successfully implemented in over 209 schools and in partnership with 32 CBOs and the new phase includes 24 new CBOs in the life cycle, managing a total of 125 schools.
Description of Responsibilities:
The project focuses on supporting women-run CBOs to provide healthy nutritious food within the targeted schools. It builds the capacities of women's centres to allow them to effectively run the school canteens while ensuring they become sustainable through income generating initiatives. There is also a focus on awareness-raising on importance of proper nutrition. The third result enhances the networking component from the previous phase and develops a media strategy that will be utilized for future phases and fundraising. Finally, the action learning methodology ensures that the implementing partners (UN Women, MoEHE, MA'AN Development Centre) learn and grow together, with the ambition that this will be implemented on a national scale within ten years.
Under the overall supervision of UN Women Special Representative and direct supervision of Programme Associate, and in line with the objectives and expected outcomes of the programme, the Field Coordinator must have extensive networking and mobilizing capabilities, good outreach and adequate access to the target communities in order to carry out the following duties:
Duties and Responsibilities
Monitor and coordinate in the field the WRSC programme interventions actively involving the target communities, implementing partners and other actors, in line with the programme goals:
-Conduct the field visits to partner organizations, target communities and their approved interventions together with partner field coordinators and compile the relevant field visit reports;
-Provide inputs for periodic performance reports;
-Assist in the implementation of the action plan, review achievement and constraints and provide feedback accordingly;
-Identify bottlenecks or problems at the field level, report them and advance possible solutions;
-Actively participate in periodical assessment if and when needed;
-Assist the programme staff in preparing inception reports, workplans and regular donor progress and impact reports for the programme by providing the needed information;
-Follow up the already identified risks in the area of programme implementation and identification of new ones;
-Communicate permanently with target communities to explain the character of the programme, risks involved, possibilities, etc.;
-Coordinate on the ground with implementing partners, communities and other actors the approved projects and programmes to avoid any duplication and facilitate cooperation;
-Facilitate any field visit by WRSC programme staff, partners and donor;
-Verify the information provided by projects submitted for approval with target communities, assessing the degree of participation, ownership and awareness of risks involved;
-Monitor the capacity building and awareness raising components and report on the challenges observed;
-Perform other related duties as required

Required Skills and Experience
Qualifications :
Education:
-High school diploma; university degree in Social Sciences, Educational Sciences, Program Management, Development or related field is an asset.
Experience:
-Three to four years of experience, preferably in rural development and/ or working with community-based women centres and rural women;
-Excellent communication and negotiation skills;
-Ability to work independently and within a team;
-Experience in the usage of computers and office software packages (MS Word, Excel);
-Previous experience in the UN system or international NGOs is considered an asset.
Language Requirements:
-Fluency in Arabic and good communications skills in English.
