Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the
achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts,
UN Women is mandated to lead and coordinate United Nations system efforts, to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It is also mandate to provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), as part of its approach and methodology within the peculiar political and social context and situation of the occupied Palestinian territory (oPt) and in order to advance the recognition and enjoyment of women's rights, developed and currently implements a 3-year DFID-funded project "SUPPORT FOR DELIVERY OF SECURITY AND JUSTICE SERVICES FOR WOMEN VICTIMS OF VIOLENCE”, project aimed at creating and institutionalizing systems, policies, procedures and mechanism, related to access to equitable justice for women’s victims of violence.
The Support for delivery of security and justice services for women project, referred to as the Women’s Access to Justice project, includes, among its components, a media campaign specifically related to the Palestinian Civil Police – Family Protection Units (FPUs) and to violence against women (VAW). The first phase of the campaign was started in October 2012. The campaign is expected to continue throughout the project implementation, with its second phase expected to be launched in the second quarter of 2013.
The media campaign aims at:
-Bringing more visibility to the work of the Palestinian Civil Police – FPUs, supporting public
recognition of the positive role in preventing violence and in protecting women and children from it;
-Building a solid gender advocate identity/reputation of the FPUs;
-Fostering change in attitudes and behaviors toward VAW, recognizing it as a public issue and not a
private one;
-Increasing awareness of VAW prevention and services available for women and girls victims of
violence, in particular through the work of the FPUs.
Duties and Responsibilities:
Under the overall supervision of the Head of UN Women Office in the oPt and the direct supervision of the Women Human Rights Unit Project Manager, working in close coordination with the Media Unit at UN Women oPt office, the consultant will undertake the following duties and responsibilities:
- Identify and propose to UN Women a series of engagement activities and tools that will ensure active participation by key target audiences;
- Execute a launch event for the advocacy campaign;
- Ensure close communication and contacts with relevant governmental and international partners for the development of agreed upon campaigns, putting local ownership at the forefront;
- Act as focal point of UN Women WHRU with relevant stakeholders and partners of the campaigns;
- Coordinate with the selected media company/ies, ensuring that UN Women and its partners views are fully reflected in the media products being developed;
- Work closely with local communications and media company/ies to produce a series of media and
information products;
- Help build the internal capacity within the PCP to manage and moderate comments on social media and respond to public enquiries with regards to family violence and violence against women. This includes developing standard operating procedures (SOPs) to help establish standard processes;
- Support UN Women in re-branding exercises, in relation to existing services, in order to raise services’ profile, and help build internal capacity to respond to public enquiries, media requests, and other requests (such as drafting media lines, Q&As, and other information material, creating online presence with the aim to engage women and men, boys and girls in dialogue etc.);
-Provide advice, as requested by UN Women, on innovative tools and methodologies for communicating, particularly in relation to VAW issues in the local context;
-Use as reference the End VAW Now web platform, specifically in relation to campaigns;
-Provide inputs, in relation to the media aspect, into the project reports for donor submission;
-Advise on organization of public events and actively support in their implementation, including in terms of logistics;
-Support in the development of publications, according to UN Women corporate policy including content management, norms for publishing, design and supervision of publications dissemination;
-Coordinate and follow up with the company selected to undertake impact assessment of the campaign;
-Support the monitoring and evaluation of the campaign impact; advice UN Women and its partners on how to adjust the campaign in light of the impact analysis and implement the decisions taken by UN Women and its partners at this regard;
-Perform other requested duties.

EDUCATION and EXPERIENCE:
-Minimum BA in Communications or related field;
-Minimum six years’ experience in developing and implementing comprehensive communications
strategies;
-Minimum of six years’ experience engaging a variety of audiences via social media tools
-Sound knowledge of gender and VAW;
-Experience and understanding of advocacy work for human rights;
-Excellent writing skills in English.

-2 radio and TV scripts and PSA (December 2012)
-New campaign tools as agreed with governmental partner(s), developed (January 2012)
-Media-related partners training (February 2012)
-Media guidelines (March 2012)
