Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women plays an innovative and catalytic role in Palestine since its inception in 1997. UN Women focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
In response to calls from gender equality advocates for increased accountability for implementation of gender equality commitments in economic policies and financing decisions related to aid and domestic resources, UN Women will be implementing the programme Increasing Accountability in Financing for Gender Equality (2012-2015) funded by the European Union and the Spanish cooperation.
The programme aims at increasing the volume and effective use of aid and domestic resources to implement national commitments to gender equality and women's empowerment. It will be implemented in 15 countries in close partnership with the European Commission (EC), International Training Center/International LabourOrganization building on the results of collaboration in the area of gender responsive budgeting and aid effectiveness carried out over the past years.
The programme in the occupied Palestinian territory is twofold: (1) to achieve Gender Responsive Planning, Programming and Budgeting within the Palestinian Authority (PA) in such a way that Palestinian women and men benefit more equally from national public policies, and related aid and domestic resources, and (2) to enhance effectiveness of aid resources in relation to the advancement of national Gender Equality /Women Empowerment priorities through building capacity for mainstreaming gender equality within aid coordination management and structures, and stepping up accountability for implementation of funding modalities used by donors.
The Programme will focus on: a) donor performance with regard to gender equality and women’s empowerment content, including donor allocations and expenditures; b) development and implementation of a set of indicators to measure progress of the 5 principles of the Paris Declaration as a means to promote gender equality within the PA and donor key stakeholders in aid coordination, as well as with Local Aid Coordination Structure (LACS) staff; c) engagement in the national Public Finance Management system with regard to its responsiveness to gender equality; d) building capacities and resources of key institutions within the PA and CSO, as well as gender advocates and donors in gender responsive planning, budgeting and aid effectiveness; and, e) mainstreaming gender equality and women´s rights in aid coordination structure with regard to gender equality and women’s empowerment.
The specific programme objectives are:
1-To strengthen national action plans for gender equality so that they have defined targets, financing and implementation arrangements line with national planning and budgeting processes.
2-To strengthen capacity and accountability of national governments to implement gender equality commitments and address women’s priorities in national planning, budgeting systems and programming.
3-To strengthen capacity and accountability of donors and stakeholders in aid coordination mechanisms to achieve commitments towards gender equality in stable and fragile countries.
Globally, the programme will also support the effective engagement of feminist economists and gender equality advocates’ in contributing to stronger policy coherence on gender equality in economic and development policy for a and facilitate learning and south-south exchange.
The Programme Assistant will provide admin support for the Financing for Gender Equalityprogramme, gender mainstreaming initiatives, as well as for CORE – funded activities and projects
Description of Responsibilities:
Provide administrative support including issuance of contracts, recording expenses, preparation of payment requests, and other related financial process in accordance to the applicable financial and procurement systems etc…
-Assist in ensuring efficient and timely implementation of the programme activities
-Maintain programme filing and ensure its adherence to UN Women regulations.
-Assist in preparation of projects progress reports.
-Assist in the development of project work plans ( including procurement and financial plan).
-Provide support for Monitoring project budget in terms of expenditures according to he work plan
-Establish and maintain the project follow- up system, for actions and deadlines
-Arranging programs for in-coming and outgoing official missions.
-Participate and assist in organizing workshops and activities related to the program as requested.
-Assist in programme formulation and reporting.
-liaising and following up with programme partners (women’s organizations, government organizations, donors and local NGO’s and consultants in submitting progress reports and agreed deliverables and
-Provide admin and logistical support to Programme Manager .
-Arrange for meetings with partners and draft minutes of meetings as requested.
-Review and collect information on recent reports on Palestinian women and other related issues released from different UN agencies and other partners.
-Reporting to the Program management and steering committee of the programme on the programme implementation and offering advice when necessary.
-Keeping up to date with the latest advancement in the field of information and knowledge sharing.
-Organizing regular project-site visits in order to monitor and evaluate flow of activities on the ground.
-Performing others duties requested by supervisor as need arises.
-Arrange and coordinate appointments, meetings and missions for both Head of Office and the Programme Management.
-Assist the programme Management in preparing relevant documentation for contracting and payments;
-Liaise and follow up with vendors/ suppliers for any matter related to contractual commitments and conditions; including quality of services provided.
-Create requisitions in Atlas for goods and services.
-As required, type, compile data, draft, and translate routine and official correspondence, presentations, various documents and reports,;
-Prepare correspondence and translation in English and Arabic, as requested;
-Participate in any trainings for the Gender Mainstreaming and gender Equality.
-Perform other duties as assigned.

Qualifications :
Secondary Education with specialized certification in administration, accounting or Finance. University Degree in Finance, Business or Public Administration desirable, but it is not a requirement.
Experience:
-2-3 years of relevant professional experience
-Excellent command of written and spoken English and Arabic
-Proven computing skills (word processing, spreadsheets, database, internet applications)
-Very good organizational skills
-Previous experience in the UN system is considered an asset.
Language Requirements:
-Very good communication and writing skills and fluency in English and Arabic (comprehension, written, and spoken).
