Background:

The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
 
UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
 
Under the guidance of the Country Representative, the National Programme Officer (NPO) act as a manager of and advisor to Senior Management on all aspects of country office (CO) programme, and manages a major programme portfolio The main role is to manage the country programme including continued monitoring of implementation. The NPO leads the programme team in strategic planning and identifies new programme areas while ensuring consistency with MTRP/ UNDAF and the Palestinian National Development Plan priorities and creative responses to emerging challenges and opportunities.
 
The NPO heads and supervises oPt Programme team and works in close collaboration with the Management Support and Business Development, Operations team in the CO, Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNW programme.

Description of Responsibilities:
Summary of Key Functions:

-Ensuring the strategic direction of UN Women programme
-Management of the CO programme and supervision of the Programme team
-Strategic partnerships and support to resource mobilization
-Provision of top quality policy advice services to the Government and facilitation of knowledge building and management
As a member of the Country Office (CO) management team, ensures the strategic direction of UN WOMEN programme focusing on achievement of the following results:
-Thorough analysis of the political, social and economic situation in the oPt, contribution to the formulation and preparation of UN WOMEN oPt programme strategies and other programming documents, and ensuring their effective implementation.
-Identification of strategic programme areas of cooperation and possibilities for joint programming with other UN agencies and development partners in the oPt.
-CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit
-Provide strategic advice to the Country Representative (CR) regarding national level integration of UN WOMEN programme into socio economic development process through monitoring policy changes and preparing situational analysis reports that serve as the basis for the programme formulation of UN WOMEN in the oPt.
-Be acquainted with UN WOMEN Annual Workplan (AWP) and follow up its application through the implementation of related projects and programmes.
-Preparation of the UNW oPt annual management workplan and establish programme delivery and other management targets (BSC), and ensuring their timely achievements.
-Analysis and presentation of UN WOMEN oPt policies and their implementation.
-Take part in country level CCA/UNDAF processes and similar exercises related to the RC system ensuring that gender concerns are clearly reflected and mainstreamed in process. Prepares substantive inputs to CCA/ UNDAF and other documents thoroughly analyzing and researching the political, social and economic situation in the region.
-Maintain close coordination with UNW Arab states regional office/ center and HQ on all programme related matters.
-Work closely with the Operations Manager and provide support to the CR to successfully implement the decentralization.
-Representing UNW oPt in formal meetings as required.
-Act as officer in Charge in the absence of the CR, providing overall management of the CO and programme including day to day supervision of project offices throughout the region, as well as, representational functions.
-During the absence of the CR, as an Officer in Charge he/she is delegated the authority to sign on documents specifically assigned. Likewise, he/she will be responsible for the overall management of the Office.

Ensures effective management of the CO programme and supervision of the Programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the  following results:

-Constant monitoring and analysis of the programme environment, timely readjustment of programme.
-Design and formulation of CO programme within the area of responsibility, translating UN WOMEN priorities into local interventions. Coordination of programme implementation with the executing agencies.
-Effective management of the CO programme and technical backstopping to the programme team.
-Technical backstopping and troubleshooting for project activities.
-Ensuring application of RBM tools, establishment of management targets (BSC) and monitoring for results.
-Prepare analytical and regular progress reports on UN WOMEN´s program experiences to donors, UN WOMEN NY, and the RC system.
-Strategic oversight of planning, budgeting, implementing and monitoring of the  programme, tracking use of financial resources in accordance with UN WOMEN policies and procedures,
-Design/ implement required research for formulating appropriate interventions, preparing TOR, identifying consultants, and giving them appropriate guidance for project identification, formulation, monitoring, and evaluation missions.
-Ensure the proper application of a monitoring system to track progress on program results and indicators
-Close liaison with UN WOMEN Programme Associate in Gaza Strip on all matters; administrative and programming.
-Follow up and co-supervise national and international consultants' work and quality of deliverables.
-Identification of local expertise and contribution to building up of Consultant Roster.
-Information exchange and networking amongst UN WOMEN project partners and other stakeholders.
-Follow up on audit recommendations. All exceptions are timely reported.
-Supervise the application of UN WOMEN Evaluation Policy at field level.

Establishes and maintains strategic partnerships and supports the resource mobilization in
cooperation with the Management Support and Business Development Team  focusing on
achievement of the following results:
-Development and Implementation of the CO partnerships and resources mobilization strategy/ workplan to achieve programme outcomes.
-Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
-Determination of programmatic areas of cooperation, based on strategic goals of UN WOMEN, country needs and donors’ priorities.
-Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
-Review and appraise proposals submitted, to ensure that they meet UN WOMEN´s strategic plan requirements and provide capacity building support to counterparts in projects formulation.
-Follow up in resource on mobilization activities for fund raising for new projects in coordination with the CR.
-Management and tracking of resources mobilized, and preparation of donor reports for timely submission.
-Review of donor contributions, where applicable, monitoring them in Atlas, and follow up with oPt/ASRO/HQ as deemed necessary.
-Contribute to program/project appraisal and evaluation according to results-based management requirements.

Ensures provision of top quality advisory services and  facilitation of knowledge building and management  focusing on achievement of the following results:


-Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
-Support the establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
-Organization of trainings for programme staff on project-related issues.
-Establish and maintain consultation with governments implementing agencies, womens organization and multi/bilateral donors.
-Formulation of quality project proposals in strategic area for UN WOMEN´s intervention, setting models for achieving aspired results according to clear monitoring and evaluation systems.

Qualifications :
Education:

Masters Degree in Economics, Political Sciences, Social Sciences or related field. Business or Public Administration, or other development-related fields.

Experience:
5 years relevant experience at the national or international level in development projects providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments specifically in the field of gender and human rights  of women.
Prior experience in the UN System and the Gender field will be an asset.

Language Requirements:
Fluency in English and Arabic.
