Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women sub-office in the Gaza Strip addresses the challenges of dealing with gender inequalities in a conflict-stricken area and a context of internal political instability where gender disparities and disadvantages have become considerably more pronounced over the past years.  The UN Women programmes in Gaza have built on the experience of humanitarian and developmental actors in Palestine, as well as lessons learnt through research, programme implementation and evaluations. They were designed to respond to national priorities and international commitments towards the advancement of gender equality and women’s empowerment. They also align with the UN Women Strategic Plan, the UNDAF for Palestine and the Humanitarian Response Plan (HRP).

Against this background, UN Women is seeking to strengthen its programmatic portfolio in the Gaza Strip particularly focusing on increasing women’s leadership and participation, women’s access to economic empowerment and opportunities especially for those who are most excluded, providing adequate prevention and protection mechanisms for women victims of violence and engendering humanitarian action. UN Women also seeks to strengthen linkages between humanitarian and development priorities and interventions in alignment with global and national gender equality commitments.

Under the supervision of the Special Representative , the Programme Management Specialist (Head of Gaza Sub-office) is responsible for managing the development, implementation, monitoring and reporting of programmes for the Gaza sub-Office, including providing technical support to the implementation of the Gaza programme, managing the monitoring and reporting for the Gaza programme, overseeing and guiding people and budget management for the programme team, building partnerships and providing support in developing resource mobilization strategies, contribute to inter-agency coordination to achieve a coherent and aligned presence for Gaza Strip in the country and managing knowledge building efforts.
Description of Responsibilities:

-Manage the programmatic development for the Gaza Sub-office, based on the Strategic Note
 - Provide overall programme advisory support focused on Gaza to the Office Management;
 - Guide the development of the Gaza Strip programme, and provide technical support to the design and formulation of programme/ project initiatives;
 - Review and provide feedback to project/ programme strategies and documents, workplans, case studies and related knowledge products and publications, as needed;
 - Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
 - Review and evaluate proposals and oversee the preparation of donor proposals and reports;
 - Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.
 
-Provide technical support to the implementation of the Gaza Sub-Office programme
 - Review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators;
 - Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
 - Draft reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;
 - Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
 - Manage programme quality control and identification of potential challenges;
 - Align programme activities with operations team in close liaison with Operations Managers;
 - Build and manage relationships with national partners, as necessary.
 
-Manage the monitoring and reporting for the Gaza Sub-office

 -Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
 -Manage the monitoring of mutually agreed results frameworks and performance indicators;
 -Coordinate the process of gathering information and preparing progress reports on programme implementation; prepare technical reports;
 -Prepare programme team for audits and monitor implementation of audit recommendations;
 -Provide training on results-based management to office staff, as necessary.

-Oversee and guide people and budget management for the programme team in Gaza

 - Lead a team, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities;
 - Monitor and analyze financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
 - Ensure effective information flow, communication and coordination across the office, between programmes, projects and operations, and with other UN Women offices and units.

-Build partnerships and provide support in developing resource mobilization strategies

 -Support the development and implementation  of partnership and resource mobilization strategies;
 -Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for resource mobilization and cost sharing;
 -Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.
 -Follow up on resource mobilization activities for fundraising for new projects in coordination with the UN Women Special Representative.


-Contribute to inter-agency coordination to achieve a coherent and aligned presence for UN Women in the country

 -Provide substantive support to the Representative on inter-agency coordination related activities., with particular emphasis on Gaza.
 -Prepare substantive inputs to CCA/ UNDAF and other documents thoroughly analyzing and researching the political, social and economic situation in the region.
 -Prepare analytical and regular progress reports on UN Women’s programme experiences in support of UN Women’s inter-agency coordination role.
 -Provide substantive support to UN Women’s work on engendering humanitarian action.

-Manage knowledge building efforts

Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.

Qualifications :

- Master’s degree in International Development, Gender Sudies, Human Rights, Applied Anthropology, Business Administration or in other related Social Sciences.
- Minimum 5 years’ relevant experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments, preferably in the field of gender and human rights of women
- Experience in working in a gender related area is an asset;
- Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
- Experience in leading teams effectively is an asset.
- Fluency in English and Arabic is required
- Working knowledge of another official UN language is an asset.
