Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
The Programme Officer is part of a larger UN Women team working in the oPt, responsible for overall oversight of UN Women programmes being implemented in the Gaza Strip and the office’s focal point for coordination work.  The Programme Officer works under the supervision of the Special Representative and is responsible for maintaining regular contacts and information flow with the UN Women staff members in the West Bank.  The Programme Officer may supervise one or more programme/project support staff.

Description of Responsibilities:
Summary of Key Functions:
-Coordination and gender mainstreaming focal point for the UN Women office in Palestine
-Support to formulation and implementation of UN Women Palestine programme strategies
-Coordination and management of the UN Women Palestine programme in Gaza
-Support to resource mobilization
-Facilitation of knowledge building and knowledge sharing

Description of Functions:
Coordination and gender mainstreaming focal point for the UN Women office in Palestine, focusing on the achievement of the following results:
-Assisting in identifying opportunities to advance gender mainstreaming together with government, UN agencies, NGOs, donors and/or other strategic partners.
-Providing back-stopping support in the implementation of capacity development, technical assistance and policy advice on gender mainstreaming to sister UN agencies.
-Ensuring alignment of UN policies, programs and activities in Palestine with national strategies and programs.
-Organizing meetings and joint activities of the UN Inter Agency Gender Task Force.
-Facilitating liaison with and among UN partner organizations to ensure joint efforts to promote gender equality and women’s empowerment in joint programming.
-Guiding and facilitating UN inputs to engender the HCT Humanitarian Programming Cycle.
-Guiding and facilitating UN inputs to engender the Palestine UNDAF.
-Coordinating and organizing meetings, workshops and relevant events to develop and generate appropriate gender analytical inputs, polices, proposals, reports, briefs, etc.
-Ensuring proper documentation and knowledge of policy and program methodologies and experiences, including good practices, for wide dissemination.
-Representing UN Women in all Gaza-based coordination mechanisms that it is a member of.
Support to formulation and implementation of UN Women Palestine programme strategies, focusing on achievement of the following results:
-Thorough analysis and presentation of background information for preparation of the Palestine programme strategy.
-Ensuring the participation of Palestinian partners in the Gaza Strip in strategic discussions related to UN Women’s work in Palestine.
-Facilitating the participation of the Gaza-based members of the UN Women Palestine CSAG.
-Identifying new programme needs and initiatives, joint UN programmes, and conduct of needs and vulnerability assessments in the Gaza Strip as appropriate.
-Initiating and overseeing pertinent research studies.
-Contributing to the establishment and achievement of UN Women Palestine annual management and programme delivery targets.
-Preparing UN Women Palestine project concept notes, project documents, work plans, budgets, and proposals.
Coordination and Management of the UN Women Palestine programme activities in Gaza, focusing on achievement of the following results:
-Efficient programme implementation in the Gaza Strip to ensure project/programme results.
-Overseeing programme/project staff based in Gaza.
-Overseeing field visits to monitor project activities per established annual project workplans and effective coordination.
-Technical backstopping and troubleshooting for project/programme activities;
-Regular communication and coordination with UN Women project teams, beneficiaries, development partners, UN agencies and stakeholders in the Gaza Strip.
-Contributing to the planning, monitoring and evaluation of pertinent project/programme activities.
-Identification of local expertise and contribution to building up of Consultant Roster.
-Overseeing information exchange and networking amongst UN Women project partners and other stakeholders.
-Contributing to project/programme progress reports as required.
Support to resource mobilization, focusing on achievement of the following results:
-Effective analysis of information on donors in the area, and preparation of donor profiles.
-Conducting meetings with donor representatives, as coordinated with the UN Women Special Representative.
-Representing UN Women in resource mobilization meetings and events related to resource mobilization for projects and programmes in the Gaza Strip.
-Establishing and maintaining contacts with Arab donors, as coordinated with the UN Women Special Representative.
-Tracking and reporting on resources mobilized.
-Review of donor contributions, and where applicable, monitoring them in Atlas  as necessary.
Facilitation of knowledge building and knowledge sharing in Palestine, focusing on achievement of the following results:
-Participating in delivery of training activities for programme/project staff on UN Women standard programe and operations procedures.
 Participating in delivery of training activities for partners on key issues related to gender mainstreaming, gender equality and women’s empowerment, in the Palestinian context in general and the Gaza Strip context, in particular.
-Participating in and building knowledge of key programming areas, as agreed with the Special Representative.
-Contributing to knowledge networks and communities of practice.
 
Impact of Results

The key results have an impact on the overall UN Women Palestine efficiency and effectiveness in programme management, financial resources management, and success in implementation of operational strategies.  Accurate analysis and presentation of financial information enhances UN Women’s credibility in use of financial resources and proper financial process management. The information provided facilitates decision-making of Management.  Additionally, this position will contribute to the core function of coordination in the UN Women Palestine office and as such, have a key impact in the implementation of the office’s organizational efficiency and effectiveness.

The expected impact of these results is empowering and mobilizing Palestinian women in the Gaza Strip through minimizing or reducing the negative impact of the socio-political context on them.  UN Women will be building new strategic partnerships, particularly at the policy level, while strengthening existing partnerships, particularly at the local level and reducing the gap in between.  This is essential within the rapidly evolving context of the Gaza Strip, where development initiatives should be developed alongside humanitarian initiatives that relieve very real and extensive suffering.

Qualifications :
Education and certification:
-Master’s degree or equivalent in social sciences, economics, law, public or business administration and related subjects.

Experience:
-Minimum of 5 years of relevant experience in the area of gender and development. Specific experience in coordination initiatives is an asset. Prior working experience in the UN system is required. Familiarity with UN coordination mechanisms is an added bonus.

Language Requirements:
-Fluent oral and written English as well as Arabic is required.
