Background:

FAO’s Coordination Office for the West Bank and Gaza Strip (WBGS) Programme assists the Palestinian Government to formulate and implement policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Under the direct supervision of the Head of Office, and in collaboration with the Head of Programme, Project Managers, the Reporting and Communications Consultant and other relevant personnel, the Economist will coordinate office activities and supervise personnel related to economic analysis, planning and monitoring for results, and accountability.
 
Description of Responsibilities:

The Economist will devote 60% of working time to perform the duties and tasks indicated below specifically in support of project GCP/GAZ/014/MUL.

The incumbent will perform the following duties and tasks:

- Coordinates office activities and supervises personnel related to economic analysis, planning and monitoring for results, and accountability;
- Plans, monitors and reports for results ensuring alignment of projects to FAO’s Country Programme Framework (CPF) of the West Bank and Gaza Strip (WBGS) and Global Strategic Framework consistently with the United Nations Development Assistance Framework (UNDAF), Humanitarian Programme Cycle (HPC), national plans and strategies, and Agenda 2030;
- Plans, designs and ensures timely implementation of baseline and endline surveys, post-distribution monitoring, quantitative and qualitative analyses of achievements, as well as programme and project reviews and evaluations. This includes preparation of ToRs and facilitation of external reviews and evaluations;
- Organizes and maintains records of beneficiaries for monitoring, evaluation and reporting purposes;
- Carries out, participates in or provides technical advice for economic assessments, surveys, studies and analytical reports;
- Carries out and contributes to the delivery of technical assistance in planning, monitoring and evaluation of programmes and policies including the National Agriculture Sector Strategy, the Sustainable Development Goals and UNDAF;
- Implements a Grievance Redressal Procedure and ensures that it is up to date and tailored to the evolution of FAO field activities as well as consistent with corporate rules and procedures;
- Chairs FAO's Local Procurement Committee to review the appropriateness of procurement actions and obtaining best value for money;
- Performs other related duties as required.

- Corporate planning, monitoring and reporting is performed in a timely manner.
- Monitoring, analyses, reviews and evaluations of FAO projects and programme are timely carried out.
- Records of beneficiaries are continuously updated and maintained.
- Economic assessments, surveys and studies are carried out in a timely and quality manner.
- The Grievance Redressal Procedure is implemented and kept up to date.
- FAO’s Local Procurement Committee works timely and effectively.

Qualifications :

Education:
Advanced university degree in Economics or closely related field.

Experience:

At least seven years of experience in social and economic analysis, planning, monitoring and evaluation preferably in the field of agriculture and food security.

Language Requirements:

Arabic mother tongue and proficiency in English.

Other:
 
- Excellent communication skills.
- Demonstrated leadership ability and knowledge of the national ministerial work.
- Familiarity with UN and, preferably, FAO procedures for results based planning, monitoring and evaluation of programmes and projects.
- Substantial experience in carrying out and supervising survey and analytical work, and familiarity with relevant literature and software.
- Ability to travel across the West Bank and the Gaza Strip.
