Background
The UNDP/UNICEF/UN Women Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) is the United Nations’ foremost programme aimed comprehensively at promoting and advancing the rule of law, justice, security and human rights in Palestine.
During the period 2014-2017 the programme has endeavoured to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development.
As part of the second phase of the programme and backed by a consortium of development partners, with numerous national and international actors, Sawasya II supports government institutions and civil society working in justice, security and protection to strengthen access to efficient, equitable and accountable services for Palestinians in Gaza and the West Bank, including East Jerusalem. Partnership with UN Women and UNICEF in this joint programme underpins the gender and child rights components throughout the justice chain and within relevant public services.Civil society partners and academic institutions are vital elements of building an inclusive State of Palestine that respects, protects and fulfils human rights and gender equality, and promotes development, peace and security – the fundamentals of the United Nations’ mission in Palestine. Support rests on a supply and demand equation that combines enhanced service delivery by resilient justice and security institutions with the public’s ability to access such services and hold duty-bearers to account. By increasing public confidence in the sector, support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development and peacebuilding. Interventions are informed by a coherent theory of change and characterised by flexibility and responsiveness to institutional changes as a result of political developments. The Sawasya II programme is oriented around the following four mutually reinforcing outcomes:
- State building efforts are reinforced by legal, regulatory and policy frameworks in line with international standards
- Service provision is effective, accountable and inclusive
- All Palestinians have access to justice, security and protection without discrimination
- Women’s access to justice and security improved through gender-responsive service delivery and empowerment of service users
The Sawasya II Joint Programme builds on the achievements and findings of its predecessor programmes, and the comparative advantages of the involved UN agencies. Importantly, the Joint Programme (Sawasya) uses baselines captured during these earlier programmes as a means to monitor results and inform future planning.
In this context UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of ICT Systems Expert under the overall guidance of the Chief Technical Specialist and the direct supervision of the Project Analyst – Governance/Integrity with a view to support the systematization of the Sawasya II project with a view to ensure Government Integrity and Modernization. Under the guidance of the Project Analyst, Governance Integrity the ICT Specialist will work in the Ministry of Justice, Office of the Prosecutor General and Courts as a counterpart to the head of IT department in each institution. The incumbent will be responsible for daily advice and support to the IT systems for the Justice Sector, in order to improve each office’s capacity to access ICT systems. Concurrently, the ICT System’s Expert will advise on the creation and development of the IT policies within the Justice Sector, and support the development and deployment of an Integrated Information Management System (IIMS) in the justice institutions.
As this position is related to Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) in the occupied Palestinian territory with an expected duration of Three Years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Duties and Responsibilities
Summary of Key Functions:
The ICT Systems Expert will facilitate the effective implementation of ICT systems in the Justice Sector, by providing the following:
- Lead, develop and customize MIZAN2 across justice security sector institutions
- The ICT Systems Expert will directly assist in the implementation of IIMS in the Justice Sector;
- Support development of the IIMS & IT Strategic Plan for the Justice Sector in line with the Government IT strategy;
- Support the IT Projects within the sector;
- Support and monitor the progress of the IT activities within the Justice Sector.
The ICT Systems Expert will directly assist in the implementation of IIMS in the Justice Sector, with a focus on achievement of the following results:
- Support implementation of the IIMS in collaboration with national institution counterparts, based on the IIMS Project Plan;
- Ensure consistent and effective policy and procedure development for IT related issues affecting all areas of the Justice Sector and conformity with the Justice Sector Strategic Plan;
- Liaise with the heads of justice institutions regarding implementation of the IIMS.
- Advise appropriate staff of amendments to policy, and for publishing of approved policy on the web; Support and train staff the IT Departments;
- Advise on recruitment of staff, including development of terms of reference;
- Support the development of standard operating procedures, systems and processes for the functioning of IIMS and IT standards generally;
- Implement a programme to develop the computer skills of national technicians working for the government.
Support the development of IIMS & IT Strategic Plan for the sector with a focus on achieving the following results:
- Coordinate, and work closely with other IT advisers in the Courts
- Oversee the National IT adviser/trainer;
- In collaboration with all relevant stakeholders, provide input into the development of a Strategic Plan for IIMS and IT and ensure stakeholders are able to implement it.
Support and monitor the IT Projects within the sector, with a focus on achievement of the following results:
- Coordinate with the institutions to improve the efficiency of IT projects across the sector;
- Work with the institutions to determine IT systems and infrastructure needs;
- Implement and coordinate IT activities and identify where adaptations might be needed;
- Compile information from the national institutions;
- Establish regular and periodic reviews of implementation performance and strategies.

- Able to build national capacity in IT Project Management;
- Working experience in deployment of IT systems in developing countries;
- Knowledge and experience with general network support systems such as VPN, VoIP, Routing, Wireless Network, VSAT, etc.;
- Knowledge and experience with MAN and LAN and mostly familiarized with the current technologies deployed on the field (Ethernet local and metropolitan, DSL and PPP modem and 3G networks);
- Experience in deployment and administration of GNU/Linux servers in heterogeneous environments (Windows, UNIX and/or GNU/Linux), including Samba file servers, LDAP servers, firewalls, Email servers, Proxies, antivirus scanners, Web servers, DHCP, DNS and database servers;
- Experience in designing, implementing and maintaining enterprise level data networks, including setting up network equipments (switches, routers, access points), troubleshooting and administration of GNU/Linux based servers, deployment of cabling infrastructures, monitoring system (using SNMP and protocol analyzers);
- Able to conduct performance evaluation and write reports on results;
- Demonstrated knowledge of judicial institutions in civil law countries.

Required Skills and Experience
-Master Degree in Computer Science or related field from an accredited university.
-Specialized qualifications in project management and network/system administration would be an advantage
-Minimum of 4 years of relevant experience at the national or international level in:
-Management of IT systems or equivalent at complex sites (heterogeneous clients and servers, multiple Internet servers including Web, Email and DNS);
-Including experience working with programs related to justice and/or legal processes;
-Planning, design and implementation of IT systems;
-Training in IT and communication systems;
-Familiarity with MIZAN2
-Experience in a developing country an asset;
-Work experience with UNDP is an asset.
-Excellent writing and communication skills
-Full computer literacy
-Fluency in Arabic and English is a requirement
