Background:
UNDP launched its Programme of Assistance to the Palestinian People (PAPP) in mid-1980 in response to UN General Assembly resolution 33/147, which called on UNDP to provide assistance to the Palestinian people. The West Bank and the Gaza Strip had endured years of occupation, which has led to increased levels of poverty and unemployment. Despite its complex and evolving system of operation, UNDP/PAPP has proven to be an efficient mechanism for delivering development assistance to the Palestinian people and has been welcomed by donors as a means of providing them with transparency and financial accountability. In 2015 alone, UNDP/PAPP delivered over USD 115 million in development assistance to the Palestinian people.
 
In July 2014, an operation was launched by the Israeli Defence Forces on the Gaza Strip, ending up with more than 2,251 Palestinians killed, including 551 children and 299 women, according to OCHA. The Israeli military operation targeted entire populated areas, causing direct destruction to social and public basic infrastructure, such as schools, hospitals, health centres, public roads, government offices, power networks, and the only electricity power generation plant operating in the Gaza Strip.
 
UNDP/PAPP’s current portfolio in the Gaza Strip is over USD 67 million and focuses on four main pillars; infrastructure, natural resources management and environment and governance. This includes rubble removal and recycling, solid waste management, disaster risk management, climate change adaptation, job creation and support to local governance, cash assistance, construction and rehabilitation of houses, schools, universities, health facilities, factories and other public infrastructure.
Under the guidance and direct supervision of the Head of Gaza Office, the Programme Analyst is responsible for management of UNDP programme within the Poverty Reduction and Environment Protection thematic areas assigned. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services. The Programme Analyst will be responsible for developing and designing programmes and projects and mobilizing resources in the areas of Poverty Reduction and Environment, and will endure the timely and quality delivery of the targeted results, beside the overall responsibility of monitoring and reporting narratively and financially of the ongoing projects and programmes. The Programme Analyst will be having secondary reporting, coordination and consultation line with the Team Leaders of Poverty Reduction and Environment in UNDP/PAPP Jerusalem Office.
The Programme Analyst supervises and leads programme support staff, coordinates activities of the projects’ staff. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP/PAPP’s main office in Jerusalem, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.
Description of Responsibilities:

Summary of Key Functions:
- Implementation of programme strategies
- Management of the CO programme
- Support to the implementation of the resource mobilization strategy
- Provision of top quality policy advice services to the Government and facilitation of knowledge building and management


Ensures implementation of programme strategies focusing on achievement of the following results:
- Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, and other documents, as well as engagement with the relevant humanitarian cluster mechanisms as needed.
- Collection and processing of information/data about sustainable development, green economy, green growth and other issues
- Identification of areas for support and interventions within the thematic/sectoral areas assigned.
- Mapping out Green SDG goals and targets: identifying green indicators produced in countries of the region and to analyze their potential usage for monitoring


Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the  following results:
- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
- Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
- Initiation of a project, presentation of the project to PAC, entering project into Atlas (in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
- Follow up on audit recommendations. All exceptions are timely reported.
- Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.


Ensures support to the implementation of the resource mobilization strategy in cooperation with the Management of the office focusing on achievement of the following results:
- Support to the development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the areas under his/her responsibility based, in close coordination with the management of the office and other technical staff in the Jerusalem and Gaza offices.
- Preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
 

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
- Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
- Sound contributions to knowledge networks and communities of practice.
- Organization of trainings for the operations/ projects staff on programme issues under his/her supervision.
 

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Qualifications :
 
Education:
Master’s Degree in Management, Planning, Project Management, Public Administration, Economics, Political Sciences, Social Sciences or related field.
 
Experience:
2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, implementation, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web based management systems. Previous experience with the UN / UNDP is an advantage
Solid understanding of issues on environment-poverty nexus and sustainable development is required.
Demonstrate good communication and interpersonal skills, and should also be culturally and politically sensitive in the work with counterparts and be able to work at all levels. Possess adequate research, analytical and negotiation skills.  Knowledge of UN/UNDP system, and previous working experience is an added advantage.
Language Requirements:
Fluency in English and Arabic is required.
