Background:
Jerusalem has always been and remains the political, administrative and spiritual heart of the Palestinians. East Jerusalem is the natural socio-economic and political center for the Palestinian state given its cultural importance, commercial vitality, historical significance, and geographic centrality connecting the northern and southern parts of the Palestinian territories. In line with Palestinian national plans, UNDP/PAPP identified a number of impelling needs to improve the economic growth and ensure a social equity and cohesion through the urban revitalization of the commercial areas of East Jerusalem with focus on Sultan Suliman and Salah Eddin Streets in aim to strengthen the regulatory framework of these markets, raise the level of aesthetics and architectural features and develop the infrastructure services in line with modern international standards.
The Project's General Objectives
To improve economic growth and secure social equity and cohesion through a sustainable urban revitalization of the commercial areas of East Jerusalem
The Project's Specific Objective
-To strengthen the Palestinian presence in East Jerusalem.
-To preserve the characteristic Palestinian fabric and landscape.
-To insure that Palestinians are included in the development of urban plans in East Jerusalem to help meeting Palestinian economic and social needs, and to continue to support efforts to improve commercial conditions in East Jerusalem.
-To upgrade the existing infrastructural conditions of the buildings along Sultan Suliman and Salah Eddin streets.
-To improve the awareness and provide legal support against restrictions,
UNDP/PAPP is implementing the programme and its funds; providing management technical and programmatic quality assurance and accountability.
In this context, UNDP/PAPP- is seeking a candidate to fill the position of Programme Manager, under the overall guidance of the team leader and the direct supervision of the Programme/ Engineer Analyst. As this position is related to managing the daily activities of implementing the revitalization of the commercial areas of East Jerusalem with focus on Sultan Suliman and Salah Eddin Streets programme with an expected duration of 12 months, the Service Contract extension is not contemplated.
Description of Responsibilities:

- Management of programme activities
- Provide overall leadership in management, focusing on the achievement of the outputs, as per the designed results-based framework and benchmarks:
- Manage the realization of outputs through activities;
- Provide direction and guidance to Programme team;
- Identify and obtain any support and advice required for the management, planning and control of the Programme;
- Responsible for Programme administration;
- Plan the activities of the Programme and monitor progress against the initial quality criteria;
- Mobilize the Programme to initiate activities, including drafting TORs and work specifications;
- Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
- Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
- Manage and monitor the Programme risks as initially identified in the Programme Document, identify new risks and decision on possible actions if required; update the status of these risks by maintaining the Programme Risks Log;
- Be responsible for managing issues and requests for change by maintaining an Issues Log;
- High light the social, economical and development context of the project in the light of UNDP aims and objectives
- Assist the project coordinator in organizing the relationships with partners and stakeholders within the project scope of work including drafting agreements and MOUs.
Management of Engineering and technical activities.
- Conduct field research and surveys to ensure effective implementation of the project activities in due time.
- Review the products of the recruited consulting firms.
- Closely monitor and supervise project implementation and prepare technical progress reports.
- Provide the technical support to the engineers in charge.
- Participate in regular field coordination meetings with the technical team and project personnel, counterparts and stakeholders.
Procurement coordination
- In charge of the preparation of the terms of reference for recruiting consulting firms to implement the required activities in the project.
- Preparation of project procurement plans
- Coordinate with the Procurement Unit for activities related to procurement.
- Participate in the evaluation of tenders and request of proposals.
Reporting
- Prepare the Programme Progress Report (progress against planned activities, update on Risks and Issues, expenditures)
- Prepare an annual work plan, as well as quarterly plans if required;
- Prepare Final Programme Review Reports ;
- Prepare monitoring and evaluation reports of all Programme activities and Programme benchmarks;
- Prepare donor reports
- Any other duties as required.
Impact of Results
The results of the work of Programme Manager will have a direct impact on the implementation of the Programme and the achievement of results. Specifically, the results will have an impact on the planning, implementation, monitoring and coordination of Programme activities and resources (human, financial, material assets, etc.) in order to meet expected results, and contribute to the overall success and impact of the initiative.
It is anticipated that the work of the Programme Manager will have the following impacts:
- Programme is implemented in a timely, efficient and relevant manner so as to achieve its intended outcome and objectives;
- Partnership and relationship of key stakeholders is built to secure the sustainability of development interventions;
- Information gained from the development and implementation of the Programme’s activities in East Jerusalem is shared at both the country and international levels;
- High visibility of the Programme and its results;
- Strengthening the Arab Chamber of commerce in East Jerusalem.
- Enhancing tourist, economic and commercial potential opportunities in East Jerusalem.
- Attracting the international community to support the programme.

Qualifications :
Education:
Masters degree or equivalent in Engineering , business administration, social works or any related field. (Extra years of experience can compensate Masters Degree)
Experience:
- A minimum of 5 years experience managing social infrastructure programmes.
- Project management, including financial, budget, risk, staff, as well as quality management.
- Knowledge of the UN system and familiarity with UNDP procedures would be an asset.
Language Requirements:
Fluency in both English and Arabic
