Background:

Addressing the needs of Palestinians living in Area C and East Jerusalem is essential for their wellbeing and social development, and also to enable them to achieve their primary goal: to safeguard their property and source of livelihoods and stay on their land. The development potential of Area C is critical to the viability of the Palestinian State – an imperative acknowledged by a growing number of actors, including the PNA, the UN, the EU/MS, the AHLC and the Quartet. The Community Resilience and Development Programme for Area C and East Jerusalem (CRDP) is designed to address the challenges in both areas. Its objective is to empower local stakeholders, through the most appropriate partners to act with resilience to respond to threats that affect their sustenance on the land. The programme will thus contribute to i) prevent the erosion of Palestinian development capital in Area C and East Jerusalem; ii) protect Palestinian land and property in Area C and East Jerusalem; and iii) mitigate and ideally reverse migration flow from Area C and East Jerusalem by enhancing human security. The intention is to assist the Palestinian Government to plan, channel resources and implement actions for Area C and East Jerusalem to strengthen resilience and local development. The programme is implemented, since the end of 2012, by UNDP in partnership with a wide array of partners, including communities, grassroots organizations, local and international NGOs, based on their respective merits, and according to locally designed plans. The programme facilitates a complementary approach and a transition process from humanitarian interventions towards development and builds initiatives that are of a development nature, but that are not taking place in Area C and East Jerusalem. To do so, the programme is going to work at four levels: community infrastructure, protection of natural resources, income generation and human rights The CRDP is a Palestinian-owned programme facility led by Ministry of Finance and Planning (MOFP), facilitated by UNDP and implemented in partnership with the line ministries and civil society. The Palestinian Government is leading the process through the coordination of MOFP at the policy level, and the inclusion of other line Ministries and Institutions when necessary at the implementation level. The initial (pilot) phase of the program will end by 30 June 2017, but UNDP is working with donors and national partners to develop a second phase for the period 2017 - 2022. UNDP and MOFD, in their partnership established within the framework of the CRDP, are looking for a Programme Manager for a successful implementation of the CRDP. This position is under the Community Resilience Development Program (CRDP), a multiyear facility implemented in Area C and East Jerusalem during the period 2012-2016 that was extended until 30 June 2017. CRDP received contributions from different donors for almost $ 17 million for the pilot phase. UNDP and its partners are working on the development of a new phase of the program that is supposed to start from 1st of July 2017. The Program Manager is expected to contribute to such a process and provide his/her technical inputs to this end. UNDP/PAPP- is seeking a candidate to fill the position of Programme Manager, under the overall guidance of Deputy Special Representative and the direct supervision of the Governance and Social Development Team Leader. As this position is related to the Community Resilience Development Program (CRDP) in the occupied Palestinian territory with an expected duration of 10 Months, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Description of Responsibilities:

The Program Manager will work under the overall guidance of the Deputy Special Representative and the direct supervision of the Governance and Social Development Team Leader to perform the following functions: Summary of Key Functions:

-Implementation of Programme strategies - Management of the Programme various portfolios
-Creation of strategic partnerships and implementation of the Steering Board’s resource mobilization strategy
-Assume the operational management of the programme in accordance with UNDP rules and procedures

-Ensures implementation of programme strategies focusing on achievement of the following results:

-Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to project design concept report and the other project documents.
-Identification of areas for support and interventions within the thematic/sectoral areas assigned.
-Co-ordinate the implementation of activities through regular contacts with similar programmes undertaken by the United Nations, and other organizations and institutions; and promote regular exchange of information of activities and events.
-Facilitate and support participation of various stakeholders in all stages of the project and promote the creation of informal networks in order to identify and mobilize resources for the follow-up activities to ensure sustainability of project results.
-Programme business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

-Ensures effective management and the implementation of the programme within the areas assigned focusing on quality control from formulation to implementation achieving the following results: .

-Capacity development for governmental counterparts and gradual transfer of knowledge and experience of the project concepts and outputs. - Communication management with the deferent project donors and participate in the fund raising missions.
-Overall leadership and supervision of all projects.
-Effective application of RBM tools, establishment of management targets and monitoring achievement of results.
-Supervise the operational management of the project in accordance with UNDP rules and procedures.
-Design and formulation of project components within the area of responsibility, translating CRDP’s priorities into local interventions and calls for proposals. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
-Clear the preparation of a detailed work-plan to implement proposed activities and submit for approval to the Review Board.
-Clear the prepared AWP, HR Plan and Procurement Plan in line with the programme activities.
-Review and approve the reports and insure that they are regularly being prepared on activities, outputs and outcomes. Oversee of donor reports.

Help and Ensures creation of strategic partnerships and implementation of the Steering Board’s resource mobilization strategy in cooperation with the Team Leader Support focusing on achievement of the following results:

-Partnership management with mutual counterparts - Networking to expand partnership and ensure the development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of CRDP, programme needs and PA priorities.
-Liaise with relevant national and international institutions and present the project in different national and international conferences.
-Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation in project fields, identification of opportunities for initiation of new related projects, active contribution to the overall office effort in resource mobilization in programme thematic area.

Assume the operational management of the programme in accordance with UNDP rules and procedures, including, but not limited to the following tasks: - Financial management;

-Follow-up of the implementation of the annual work plan;
-Supervision of the program management unit;
-Monitoring of the projects with the implementing partners;
-Daily interaction with the national partners, implementing partners and donors.
-Any other duties as assigned by the supervisor Impact of Results The key results have an impact on the success of project implantation at all levels, achieving the project portfolios goals and objectives and on the productive capital unit within specific areas of cooperation. In particular, the key results have an impact on the project design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Qualifications :

Education:

Master’s Degree in Business Administration, Economics, Political Sciences, Development, Social Sciences or related field.

Experience:

-Minimum 10 years of relevant experience working with governmental and non-governmental structures, and international agencies, in providing management advisory services, hands-on experience in design, monitoring and evaluation of development and poverty reduction projects.
-Demonstrated ability and knowledge in managing programmes in high risk environment like Area C and East Jerusalem.
-Demonstrated ability to ensure and facilitate the co-ordination and collaboration of diverse stakeholder groups and possess good managerial experience.
-Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

Native Arabic speaker, Fluency spoken and written English.
