Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities.
In line with the Palestinian Government’s commitment to implement CEDAW obligations and to eliminate Violence Against Women (VAW) as set in the National Strategy to Combat VAW, UN Women supports institutions and civil society to strengthen services for women and girl survivors of violence and to eliminate discrimination against women in the law and practice.
The Women’s Human Rights Programme (WHRP) within the UN Women Palestine office coordinates and cooperates extensively with national stakeholders, civil society, UN sister agencies and international donors, and participates in coordination mechanisms in related fields. UN Women’s Women Human Rights Programme (WHRP), as part of its approach and methodology within the unique political and social context and situation of the State of Palestine and in order to advance the recognition and enjoyment of women's rights, implements programme interventions aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women victims of violence, as well as to women’s access to equitable justice.
With funding from the Government of Spain, UN Women has recently launched three new projects that aim to enhance the protection and empowerment of Palestinian women, as follows:
- The ‘CEDAW Palestinian Project’ (2016/2017) is aimed at supporting the CEDAW reporting and implementation process utilizing a harmonized and multi-sectoral human rights approach.
- The ‘Support to Sustainable Protection and Empowerment Services for Women Victims and Survivors of Violence’ (2016) project is aimed at supporting the reintegration of violence against women survivor into the community with specific emphasis of economic empowerment.
- The ‘Engendering Humanitarian Action in Palestine’ (2016) project is part of the humanitarian response programme in oPt and is aimed at implementation of priority actions towards a transformative approach in humanitarian response in support of gender equality, in addition to increasing visibility of the needs and rights of Palestinian women and girls.
Therefore, UN Women is seeking to hire a Women Human Rights Programme (WHRP) Projects Manager to guide and oversee the implementation of the above listed projects.
Description of Responsibilities:
Under the overall guidance of UN Women Special Representative and the direct supervision of the UN Women Programme Coordinator, the Women Human Rights Programme (WHRP) Projects Manager is expected to perform the following tasks, duties and responsibilities:
- Oversee the implementation of programme activities;
- Provision of top quality advisory and programme development services;
- Facilitation of knowledge building, sharing and management;
- Creation of strategic partnerships and implementation of the resource mobilization initiatives.
Implementation of projects’ activities
- Exercise overall responsibility for planning, implementation, management, monitoring and coordination aspects of the project operations and personnel;
- Manage the recruitment of project team, consultants and support staff, as well as in identifying short-term international experts.
- Coordination and supervision of the activities of the project staff, experts and consultants working as part of the technical assistance team;
- Ensure partners are provided with technical support on CEDAW, re-integration policies and programs and humanitarian review and planning through programs’ national and international consultants;
- Periodically update the overall programme framework on the basis of reviews, lessons learned and best practices derived from different thematic areas and evaluations;
- Identify local partners, and ensure that these are onboard and implementing activities as per contractual agreements;
- Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project, and generating financial reports as required
- Regular monitoring and control of project expenditures on Atlas ensuring that all transactions are correctly recorded and posted in Atlas.
- Approve e-requisitions on Atlas for the programme and register of goods receipt in Atlas.
- Be responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents, including donor reports;
- Ensure timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners;
- Effective application of RBM tools and monitoring achievement of results, including implementation of the M&E framework for the regional programme, with specific and measurable indicators;
- Analyze and identify interagency and intergovernmental processes relevant to the programme for visibility and advocacy purposes;
- In collaboration with project support, initiate procurement of goods and services including preparation of equipment specifications, ToRs and RFPs, managing process for the selection of suppliers, contractors and partners;
- Ensure close collaboration and cooperation with sister UN agencies specifically with OHCHR and OCHA for coordinating and executing projects’ activities;
- Conduct field visits to supervise, coordinate and monitor field level activities of the project.
Provision of top quality advisory and programme development services
- Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to the UNW country office programme planning;
- Identification of areas for support and interventions within the thematic/sectoral areas assigned;
- Design and formulation of project initiatives within the area of responsibility, translating UN Women’s priorities into local interventions;
- Ensure that close cooperation and coordination is maintained with donors including by providing regular technical briefings for project donors, initiating bi-lateral meetings, and coordinating field visits with partners.
Facilitation of knowledge building and management
- Contribute to the production of knowledge products including thematic analytical reports, situational analysis report, newsletters, use of reports and other and other publications produced under the Women Human Rights project portfolio for organizational knowledge and learning;
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
- Ensure that this knowledge is documented and systematized and fed back into programme development including by contributing to the regional knowledge hub as well as networks both within UN Women and beyond;
- Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
- Supervise the development and production of publications and other knowledge products on women’s human rights (Spanish-funded projects), ensuring engagement and from the UN Women management team.
- Sound contributions to knowledge networks and communities of practice including SDG related thematic communities of practice regionally and globally;
- Organization of trainings for the operations/ projects staff on programme issues, based on documented needs.
Creation of strategic partnerships and implementation of the resource mobilization initiatives
- Ensure high-level coordination and coherence with partners including UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on UN Women’s strategic goals, country needs and donors’ priorities;
- Ensure close co-operation with other UN Women projects/programs staff in the West Bank and Gaza Strip and develop strong joint planning, implementation and coordination in order to ensure programs complementarity;
Identity, lead and support resource mobilization opportunities including mapping of donor priorities in the area of WHRs, engaging donors and potential donors in projects activities and the development of project proposals related to women’s rights in close coordination with the Program Coordinator.

Qualifications :
Education:
- Master degree in Social and Developmental Studies, Gender, Human Rights, International Law, International Relations or related field.
Experience:
- A minimum of 7 years’ experience in projects/programs management in the areas of women’s protection, gender and women human rights.
- Previous experience working or collaborating with Palestinian Government institutions and Women Human Rights CSOs on issues relating to Ending Violence against Women, CEDAW and humanitarian projects is very desirable
- Previous experience and/or working knowledge of Human Rights treaty reporting and implementation process is considered a strong advantage.
- A minimum of three years’ previous experience in resource mobilization, coordination and partnership building.
- Previous working experience with a UN agency is considered an asset.
Language Requirements:
- Very good communication and drafting skills in both English and Arabic (written and spoken).
