Background
The UNDP/UNICEF/UN Women Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) is the United Nations’ foremost programme aimed comprehensively at promoting and advancing the rule of law, justice, security and human rights in Palestine.
During the period 2014-2017 the programme has endeavoured to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development.
As part of the second phase of the programme and backed by a consortium of development partners, with numerous national and international actors, Sawasya II supports government institutions and civil society working in justice, security and protection to strengthen access to efficient, equitable and accountable services for Palestinians in Gaza and the West Bank, including East Jerusalem. Partnership with UN Women and UNICEF in this joint programme underpins the gender and child rights components throughout the justice chain and within relevant public services.
Civil society partners and academic institutions are vital elements of building an inclusive State of Palestine that respects, protects and fulfils human rights and gender equality, and promotes development, peace and security – the fundamentals of the United Nations’ mission in Palestine. Support rests on a supply and demand equation that combines enhanced service delivery by resilient justice and security institutions with the public’s ability to access such services and hold duty-bearers to account. By increasing public confidence in the sector, support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development and peacebuilding. Interventions are informed by a coherent theory of change and characterised by flexibility and responsiveness to institutional changes as a result of political developments.
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Strategic Policy Advisor. Under the overall guidance of the Joint Programme Manager and direct supervision of the Chief Technical Specialist, the Strategic Policy Advisor provides strategic analysis and policy advice to the programme management and key programme partners and stakeholders; As this position is related to Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) in the occupied Palestinian territory with an expected duration of Three Years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Duties and Responsibilities
Under the overall guidance of the Joint Programme Manager and direct supervision of the Chief Technical Specialist, provide strategic analysis and policy advice to the programme management and key programme partners and stakeholders;
- Facilitate inter-agency dialogue across the programme and with national and international partners on rule of law reform in the State of Palestine, ensuring day-to-day maintenance of strategic partnerships and policy leadership with the Office of the Prime Minister, relevant line ministries, governmental and non-governmental institutions (in relation to implementation of relevant components of the National Policy Agenda (NPA), and relevant sector and cross-sector strategies);
- Facilitate programme networking and dialogue platforms with stakeholders on thematic legal and advocacy concerns;
- Spearhead development of joint programme knowledge products, policy, strategy, and best-practice development;
- Provide regular (weekly) input to the Programme Management Team on key issues facing the rule of law sector in Palestine and relevant political considerations;
- Participate as a full member of the strategic policy management team for the programme;
- Support the work of the seconded political analyst (FBA);
- Provide technical assistance for integration of human rights and sustainable development goals (SDGs) into national planning, policy development and implementation processes;
- Support the Chief Technical Specialist to convene and coordinate the joint programme’s inter-agency Rule of Law Institutions Committee, ensuring coordination between UN implementing entities of the joint programme;
- Management and supervision of technical consultants for specific assignments (including TOR development, coordination of Procurement activities, monitoring and evaluation);
- Ensure day-to-day liaison with relevant international partners and stakeholders, including EUPOL COPPS, European Commission, bilateral donors, Office of the Quartet to ensure technical level cooperation and coordination of activities;
- Contribute to programme reporting, M&E;
- Contribute to programme strategic planning, formulation of AWPs, implementation plans, etc.

Required Skills and Experience
- Master’s Degree or equivalent in Law, Public Administration, Legal Affairs, Political Science or directly related field from an accredited university.
- 6 years of progressive experience in the provision of strategic advice on development programmes, in particular those related to Rule of Law.
- Proven experience in national or international assistance/project management related to governance accountability, anticorruption, integrity, and/or public administration reform;
- Experience working with public institutions as well as with grassroots organizations and civil society required.
- Proven track record of effective team building and staff supervision.
- Experience in programme/project planning and execution as well as monitoring and evaluation of projects would be an asset.
- Sound analytical skills on political, legal, social, cultural and any other relevant issues, particularly as relate to the State of Palestine.
- Excellent writing and communication skills
- Full computer literacy
- Fluency in Arabic and English a requirement
