Background:

UN Women focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
To achieve its results, UN Women promote a culture of management towards achieving development results. Monitoring, research and evaluation is an integral part of this management approach allowing UN Women to continuously track its progress towards achieving developmental results and to track its processes and commitments towards Palestinian women, its partners and donors. This culture of continually monitoring progress and processes, identifying relevant data, and evaluating its work ensures a culture of accountability and ensures a culture of learning and adapting the work to ensure achievement of intended results and the formulation of evidence-based workable programme and projects.
To this end, UN Women County Office plans to recruit a Monitoring and Reporting Associate to lead the work on improving and maintaining the Monitoring, Research and Evaluation system in place at UN Women.
Description of Responsibilities:
The M&R Associate will work under the overall supervision of UN Women’s Special representative and the direct supervision of the National Programme Coordinator, and in coordination with UN Women’s Programme Team, the Monitoring and Reporting Associate will be responsible for ensuring the overall implementation of a Results-Based monitoring and reporting approach which includes:
- Monitoring and evaluation
- Internal Reporting
- Quality assurance on Evaluation
- Capacity Development
- Coordination
- Monitoring of Funds
Programme/Project Monitoring
- Support the development of UN Women Country Office Strategic Note and Annual Work Plan (SN & AWP) reflecting sound results chain and reflecting monitoring and evaluation aspects;
- Support the Mid Term Review process for the UN Women Country office SN & AW;
- Ensure timely collection of data for monitoring the Strategic note and the Annual Work Plan;
- Act as a member of the UN Women Senior Management Group and provide advice in relation to monitoring, reporting, evaluations and research to inform strategy and policy development, coordination and future programing;
- Provide advice to senior management and programme staff on current research and trends and gaps in information relevant;
- Lead, develop and support the implementation of the Office Annual Monitoring, Research and Evaluation Plan through establishing a well-functioning M&E system and developing of effective and efficient tools;
- Contribute to the formulation and strengthening and/or updating of projects’ Logical Frameworks and Annual Work Plans to ensure that monitoring and evaluations aspects are fully integrated into project activities;
- Provide assistance to Projects Team in developing Monitoring and Evaluation Plans for projects;
- Provide assistance to Project Team in implementing Monitoring and Evaluation Plans;
- Ensure compliance with donor M&E requirements and guidance including review of reports before submission to donor;
- At the national level, help maintain and check the quality of implementing partners' and sub-grantees' aggregate reports;
- Act as a focal point for external and internal evaluations of programme activities.
Reporting
- Coordinate and support the development of internal reports including quarterly and annual country reports as well as the Annual Report related to UN Women Strategic note and Annual Work Plan;
- Provide timely and quality technical support for staff responsible for producing Donor Reports and assist in maintaining the quality of the reports in accordance with the Donor requirements;
- Ensure all Donor Reports (both Narrative and Financial) are produced and shared with the Donor on a timely manner and in accordance with the signed contract;
- Liaise with RO and HQ for the review and submission of the donor reports, as well as ensure timely requests of financial reports from HQ and uploading of reports on the SharePoint.
- Support Donor contract management through tracking of the delivery of outputs;
- Support the timely and quality development of reports as required by the Special Representative and the National Programme Coordinator.
Quality assurance on evaluation
- Review methodologies, scope of work, technical proposals and consultant qualifications for all evaluations to be contracted under UN Women’s country programme portfolio;
- Review, technically assess and provide feedback on all intermediate products and draft evaluation reports to ensure quality;
- Ensure that evaluations meet high professional standards in line with UN Women and the UNDG Evaluation Norms & Standards;
- Support and nurture an evaluation culture within the UN Women Palestine country office;
- Support programme managers in and follow-up on the timely implementation of evaluations’ recommendations and audit recommendations (ensuring proper uploading and execution of management responses) with the relevant team members.
Capacity Development
- Contribute to the development and adaptation of tools and guidance as well as training materials and manuals in monitoring and evaluation and support their use for capacity development of Programme/Project Staff;
- Provide feedback and guidance to programmes on best practice in M&E
- Contribute to monitoring and analysis of reports on humanitarian, economic, political and social factors in development programmes and humanitarian programmes;
- Coach programme/project staff in order to provide support on monitoring and evaluation;
- Provide technical support for UN Women Responsible Parties on RMB and monitoring and evaluation as needed.
- Attend M&E regional and global workshops as necessary and ensure proper dissemination and channeling of information to UN Women Programme Team;
Coordination
- Maintain continuous communication and coordination with Regional Office and HQ on monitoring and evaluation aspects as required;
- Participate in and represent UN Women in coordination platforms related to Monitoring and Evaluation (including UN sister agencies and other partners);
- Act as the focal person for the UNDAF M&E group and ensure gender is mainstreamed as part of the Group’s work, in addition to coordinating UN Women’s feedback and its incorporation in relevant UNDAF M&E efforts.
Monitoring of Funds
- Act as the Focal Point for the Fund for Gender equality and the Trust Fund to End Violence against Women and keep the UN Women Programme Coordinator, as well as the FGE Regional Specialist in RO and the TF focal persons in HQ updated on the progress made towards the achievement of results;
- Review and approve financial reports submitted by the grantees including audit and financial statements;
- Validate and participate, when necessary, in grantees programme activities i.e. workshops, events, etc;
- Meet with the senior and project staff of Palestinian Organizations (grantees) to be briefed and updated on project progress and immediately flag issues of concern in the implementation of the project to overcome hurdles and ensure effective and timely implementation;
- Keep an electronic version of correspondences/reports/ documents, as well as a hard copy filing in accordance with UN Women filing system to feed into the proper systemization of Knowledge Management products;
- Ensure adequate Fund visibility and proper acknowledgment of all related outputs in connection to the grantees programmes in the oPt;
- Support resource mobilization monitoring and tracking, and update the tracking system on an ongoing and timely basis
- Continuous liaising with the FGE Regional Specialist on implementation, technicalities and assigned deadlines in alignment with the FGE global timeframes and reporting requirements;
- Perform other tasks as requested by the Country Representative and National Programme Coordinator.

Qualifications :
Education:
-Bachelor Degree in Economics, Management, Rural Development, Social Sciences, or related field.

Experience:
-Minimum of 4 years of relevant experience with a focus on monitoring and reporting.
-Experience in the management of gender equality and women’s empowerment programme or analytic work in gender and development, gender analysis and/or human rights; is an asset.
-Previous experience in managing gender-sensitive evaluations;
-Previous working experience with International NGOs or UN organizations is an asset
-Previous experience working and/or liaising with different stakeholders and partners, including government, civil society, UN Agencies, international organizations and grassroots organizations is an asset;
Language Requirements:
Fluency (both oral and written) in English and Arabic
