Deputy Team Leader-Jerusalem

Background:
The Deputy Team(s) Leader will work under the authority of the Special Representative and direct supervision of the Team Leader, in matrix management with the Deputy Special Representative. The Deputy will second the Team Leader in the management of the Governance and Poverty Reduction Teams comprised of Programme Assistants, Associates and Analysts, and will be managerially co-responsible, along with the Team Leader, for the overall delivery of the Teams as well as for providing substantive guidance in UNDP areas of engagement.
The Deputy – reporting and working with the Team Leader - will administer the relevant portfolio of Governance and Poverty Reduction projects on a daily basis, which entails day-to-day direction, management and control throughout the life of these projects. He/she will be directly responsible for providing the programme and project managers with hands-on day-today work direction, expertise and support in all areas of programme and project delivery, both quantitative and substantive as well as impact-wise.
In addition to providing support in managing the Teams, the Deputy will be required to be able to ensure delivery of programme results and resources and provide the Team staff with expert advice in each of the operational and technical areas of performance delivery.
When called upon, the Deputy will be required to be Officer-in-Charge for the Governance and Poverty Reduction Teams. As such, the incumbent must have an in-depth knowledge of all Governance and Poverty Reduction Team programmes and projects as well as substantive areas of engagement.

UNDP is exploring new horizons and positioning itself as a lead agency in the fields of Governance and Poverty Reduction. In this context, the incumbent shall play a particularly important role in promoting cross-sectoral governance and poverty reduction work and identifying important outcomes that cut across lines.
In coordination with the Team Leader, the Deputy will spearhead the identification of new delivery target areas, managing programme and directing project delivery and liaising with the donor community and Palestinian counterparts in identifying sustainable strategies for the occupied Palestine territory in the areas of responsibility.
Lastly, based on consultation with the Team Leader, the Deputy may be required to take on one or two programme/project portfolios based on sectoral expertise in areas related to governance and /or poverty reduction. Therefore, expertise in areas such as public administration reform, private sector development, and rule of law and justice will be viewed as an important asset.
