Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women has played an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities.
In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence. UN Women, as part of its approach and methodology within the unique political and social context and situation of the occupied Palestinian territory (oPt) and in order to advance the recognition and enjoyment of women's rights, developed and implemented a programme aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women victims of violence, as well as to women’s access to equitable justice. Building on this programme and through the UN Women/UNDP programme "Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017),
UN Women is currently supporting the process of institutionalization and capacity development of the justice and security sectors in Palestine. Within this framework, the UN Women Rule of Law team would like to recruit a highly-qualified Women’s Security Sector Analyst. Under the overall supervision of the UN Women Special Representative and the direct supervision of the UN Women Rule of Law Project Specialist, the Women’s Security Sector Analyst will support the implementation of the UNDP/ UN Women Joint Programme "Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People".
Description of Responsibilities:
Under the overall guidance of the UN Women Special Representative and the direct supervision of the UN Women Rule of Law Project Specialist, the Women’s Security Sector Analyst will support the implementation of the UNDP/ UN Women Joint Programme "Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People". The Women’s Security Sector Analyst will undertake the following tasks,
duties and responsibilities:
Implementation of programme strategies
• Ensure timely implementation of programme activities related to the security sector and monitor the proper use of funds according to signed agreements and work plans;
• Monitor the work of partners and consultants contracted under the Joint Programme for the security sector by conducting regular meetings, field visits and workshops to ensure open channels of communication, as well as the timely submission of progress reports and agreed deliverables;
• Contribute to the development of technical documents for the programme implementation, including action plans and progress reports for assigned project activities;
• Prepare terms of reference, memoranda of understanding, project cooperation agreements and letters of agreement with government and non-governmental partners as requested;
• Prepare regular detailed work plans to implement assigned activities in coordination with the Joint Programme team;
• Provide technical advice in relation to women’s access to security services to UN Women / UNDP staff members;
• Provide strategic inputs for policy development, partnership building and resource mobilization to inform decision making at the management level at UN Women;
• Regularly collect data and information related to the programmes’ security sector initiatives for project briefs, donor reports and resource mobilization;
• Prepare complex substantive programme reports and documentation as needed;
• Contribute to programme budget management and revision as related to the programme’s security sector interventions;
• Assume the role of General User in Atlas;
• Perform other duties as required. Creation and implementation of strategic partnerships
• Build and maintain effective partnerships with EUPOL COPPS and other international security sector partners;
• Liaise and coordinate programme activities with development counterparts and UNDP/UN Women team members;
• Participate in regular meetings of the UN Women and/or UNDP programme teams to discuss programme implementation progress and required action points;
• Actively participate in the development of the second phase of the Rule of Law joint programme. Provision of top quality advisory services to the Government and facilitation of knowledge building and management
• Develop the capacity of partners in the security sector to manage projects and ensure the sustainability of these activities, through training and mentoring initiatives;
• Provide technical support and advisory services to security sector partners;
• Assume responsibility for building and maintaining effective coordination with the Ministry of the Interior;
• Liaise and coordinate on a regular basis with the Rule of Law Gender Experts and technically support and contribute to their work.
• Draft programme related knowledge products for publication and dissemination;
• Regularly liaise with the RoL Communication Specialist to ensure programme and partner visibility. Reporting and coordination responsibilities within UN Women
• Ensure inputs into UN Women and Rule of Law programme reports on Palestinian security sector issues related to gender equality and women’s empowerment in compliance with UN Women’s rules and regulations as well as reporting requirements;
• Participate in coordination mechanisms relating to the security sector including the Security Sector Working Group and the Prison Coordination Group;
• Liaise with other UN Women Programme and Project Staff to ensure effective coordination, linkages and synergies with all areas of UN Women’s work in Palestine;
• Contribute to the UN Women annual strategic planning, work planning, budget and reporting processes.

Qualifications :
Education: Master Degree in Law, Development, Human Rights, Social Sciences or related field.
Experience:
- Minimum 3 years of professional experience in addressing human rights and/or women’s rights issues in Palestine,
- Proven experience in addressing violence against women and/or girls preferable in the justice or security sector reform;
- Experience in providing technical and advisory services to partners, preferably the Palestinian Civil Police;
- Previous experience in working with or for a CSO dedicated to women’s human rights;
- Previous work experience with the Palestinian Correction Centre or involved CSO is considered an asset;
- Previous experience with the United Nations or another multilateral or international organization is an added advantage.
Language Requirements: Fluency (both oral and written) in English and Arabic.
