Purpose of the Assignment

As part of this process, an Education Specialist is currently being sought to support UNICEF in its role of the Co-Chair of the EIE WG to ensure a smooth and coordinated transition to an integrated approach to humanitarian-development coordination as well as to serve as the Education Cluster focal point with OCHA. The consultant will have a particular role in supporting the implementation of the Education Cluster-ESWG integration plan by which cluster tasks will be gradually transferred to the new WG and the MoEHE. By working closely with the Ministry, the consultant will also strengthen emergency management functions within the Ministry.

Assignment Tasks

The incumbent's tasks and responsibilities will include but may not be limited to the following:

-Support UNICEF to co-lead EIE WG meetings, including preparatory work on identifying priority issues for discussion and formalizing the meeting agenda; preparing meeting NFR and following up on actions points.
-Ensure that the EIE WG's work is aligned with Ministry priorities, and work with the Ministry to develop a suitable monitoring framework for member projects;
-Support UNICEF's coordination role on the HRP and SRP development process, in particular in collection and vetting of HPC project sheets and provision of inputs into drafting of HPC.
-Represent Education Cluster in the InterCluster Coordination group
-Be responsible for implementation of ICCG workplan including coordinating quarterly reporting on HRP
-Track and monitor funding and progress for education specific interventions
-Ensure timely and coordinated response, especially for incidents related to violations and attacks against education.
-Strengthen linkages, as practical, between the MoEHE, the EiE WG and the Education Sub Cluster Gaza;
-Organise and facilitate training (as per develop capacity development plan) to meet the learning needs of the Ministry partners and encourage the support from cluster partner agencies for addressing the capacity building as appropriate, based on their respective core competencies.
-Support the implementation of a contingency plan for education in the West Bank, ensuring ministry's leadership.
-Monitor and problem solve any implementation challenges arising during the rolling out of the integration timeline or capacity development plan;

The incumbent's duties and timeframe are outlined below and are to be undertaken in line with UNICEF rules and regulations.

The contractor will be engaged to perform tasks and duties on part time basis.

The contractor will be based at the UNICEF office.

Expected Deliverables

Progress reports to UNICEF on the agreed workplan outputs to be submitted bi-monthly.

Frequency of Reports: bi-monthly

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Duration:6 months

Dates: 1 July- 31 December 2016

Qualifications of Successful Candidate

Education

Master's degree in education, international development, social policy or related field. Bachelor's degree with above 5 year's relevant work experience may be considered.

Years of relevant experience

-At least 5 years' of work experience in education planning and management;
-Experience with development or humanitarian organizations, preferably those working in the field of education in emergencies;
-Familiarity with the Cluster Coordination and OCHA work;
-Experience building capacity of government or non-government actors, with preference for candidates familiar with the MoEHE;

Language Proficiency
Fluency in Arabic and English (verbal and writing).
