Introduction
UNICEF has been supporting Palestine Authority initiatives to improve the existing water and sanitation situation. Such interventions include construction/rehabilitation of water and sanitation facilities in schools in West Bank and Gaza, rehabilitation of water and sewerage networks and sewage pumping stations. As part of provision of the safe water in Gaza and West Bank, UNICEF is in the process of installing Solar Distillation systems to provide safe water to three targeted schools (two schools in Gaza and one school in West Bank). The project comprises of the construction of Solar Distillation systems at three schools to provide around 600 students and teachers with approximately 790 L/day of potable water. The major components include:
-Solar Stills units
-Solar pre-heating units including evacuated tube collectors, and hot and cold water tanks
-Hot water feed tank
-Wash out (flushing) tank
-Regulating tanks
-Piping and fittings
The feasibility and design phase of Solar Distillation piloting project started in May 2013. The construction phase is scheduled to commence in early 2014 and the Solar Distillation system at three schools is expected to be in operation at mid-2014.
UNICEF intends to request proposals for two packages from contractors in West Bank and Gaza with proven relevant technical and professional experience and with a substantial presence and extensive experience, for construction of solar distillation units in two targeted schools in Gaza and one targeted school in West Bank. The contracting firms will be working under the direction of UNICEF team headed by an international team leader. The construction will be supported and supervised by engineers from the solar distillation designing consultant. UNICEF and Ministry of Education and Higher Education (MOEHE) will also provide support throughout.
The proposed key construction activities are envisaged to be separated into two specialised Contract Packages:
Package 1 -Solar Distillation Project in 2 Schools in Remal and Megraqa, Gaza (Mustafa Sadiq El Rafie Deaf Girls School and Al Shaheed Adnan El Ghoul Coed Basic School)
-Construction of Solar Stills units (up to 35 units per school);
-Construction of Solar pre-heating units including evacuated tube collectors, and hot and cold water tanks;
-Construction of hot water feed tank and wash out (flushing) tank (approximately 1.5m3 each tank);
-Electrical and mechanical installations;
Interconnecting pipe works, electrical networks and other facilities
Package 2 - Solar Distillation Project in 1 School in Jericho Governorate, Jordan Valley, West Bank (Marj Na’ajeh Secondary School)
-Construction of Solar Stills units (up to 45 units per school);
-Construction of Solar pre-heating units including evacuated tube collectors, and hot and cold water tanks;
-Construction of hot water feed tank and wash out (flushing) tank (approximately 1.5m3 each tank);
-Electrical and mechanical installations;
-Interconnecting pipe works, electrical networks and other facilities
Qualifications:
-Reputable corporate organizations with 5 years of experience in some or all of the above activities.
-Strong engineering (technical) and management team;
-Good track record on the construction of the above activities;
-Good experience in construction and contract management;
-The institutional contractor must provide UNICEF with a Certificate of Incorporation/ documentation as a registered company or institution;
-Evidence of ability to mobilize qualified personnel

UNICEF reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final bid document.
