Purpose of the Position

The Health and Nutrition officer will:
-Provide technical assistance and support for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities, including data analysis, progress reporting, knowledge networking and capacity building, He/she will support the achievement of planned objectives under the 2015-2016 work plan on Health and Nutrition, with an integrated, evidence-based approach aligned with organizational Health & Nutrition programme goals and strategies.
-Coordinate the Nutrition Working Group for Gaza, and oversee the coordination (through video-link) for West Bank. Coordination of the Nutrition WG includes meetings, WG information management, advocacy, and preparedness.
-Coordinate the Integrated Early Childhood Development (IECD) sub national working group for Gaza, follow up on implementation of IECD action plan developed for Gaza and link with the IECD national working group in the West Bank. Manage initiatives related to the early detection of developmental delays and disabilities, and subsequent interventions.

Key Expected Results

Under the direct supervision of the Chief of Field Office, and in consultation with the Health & Nutrition staff in Gaza and West Bank, the Health and Nutrition Officer will coordinate the planning, implementation and monitoring of the UNICEF programme and emergency response in Health and Nutrition, in line with programme priorities, in close collaboration with authorities and partners. The Health and Nutrition Officer will provide support to the work of the Integrated Early Childhood Development (IECD) subnational working group for Gaza, and will follow up on the implementation of IECD Gaza action plan. In addition, the Health and Nutrition Officer will co-lead the Nutrition Working Group with the respective Nutrition Departments (MoH) for Gaza, and WB where required.

Specific tasks include:
Support the implementation of the UNICEF Health and Nutrition Programme in Gaza:
-Support implementation of health, early childhood development and nutrition activities under the H&N work plan.
-Oversee and guide quality implementation of the nutrition, early childhood development, stimulation and responsive parenting awareness raising campaign (joint campaign between UNICEF and WFP), health and nutrition projects with Ard Il Insan, NECC and UHWC and other partners.
-Develop strategies, concept notes, action plans and proposals on health, early childhood development and nutrition. Manage initiatives related to the early detection of developmental delays and disabilities, and subsequent interventions.
-Monitor project implementation, assess progress, prepared field monitoring reports and make recommendations for adjustment and improvement of program delivery and sustainability. Provide gender/age aggregated data and inputs.
-Prepare and keep up-to-date programme information and reports and share with relevant stakeholders as required to support the Health & Nutrition programme, through an effective and integrated monitoring system.
-Contribute to manage and monitor supply and non-supply assistance and disbursement of programme funds for Health and Nutrition.  Facilitate the timely delivery of Health and Nutrition-related assistance and procurement of supplies, monitor the appropriate and effective use of UNICEF resources/inputs. 
-Strengthen health and nutrition emergency preparedness, support contingency planning jointly with the MoH, and provide humanitarian response when appropriate.
-Coordinate IECD sub national working group in cooperation with the West Bank Consultant, who will lead the policy development, guidelines review and training materials adaptation. Support implementation of the IECD Gaza action plan, including in relation to the early detection of developmental delays and disabilities, and subsequent interventions.
Strengthen nutrition coordination in Gaza, and in-directly, WB.
-Co-lead the nutrition working group (UNICEF as lead agency, in cooperation with the Nutrition Department, and WFP for WB)
-Establish an action plan that will focus on key areas of national counterpart capacity enhancement for coordination of nutrition activities as part of the nutrition sub-cluster.
-Work closely with partners to strengthen and harmonise the existing nutrition surveillance/information management systems with the aim of supporting a single system that will provide early warning to government and partners.
-Work with WFP to harness the capacities of their community level tools to better serve the needs of children in need of nutrition services and thereby strengthening the strategic partnership with WFP.
-Support NWG-related strategic planning, resource mobilization, implementation and monitoring, assessments and analyses.
-Participate in Inter-Cluster Coordination meetings, and fulfill any requirements of the WG under the Humanitarian Programme Cycle and transformative agenda (inter-cluster responsibilities, HRP reporting/input, operational peer reviews/evaluations)
-Oversee information management including 4Ws, Communicating with Communities and Accountability to Affected populations.
-Ensure WG preparedness including, preparedness, response and recovery planning.
-Accomplish other assigned duties and responsibilities as required.


Qualifications of successful candidate

Education
-Masters or first degree in Public Health, preferably with corresponding degree in nutrition, early childhood development or other related field.  
-At least five years of professional work experience in planning, programming, implementation monitoring and evaluation of health and nutrition programmes.




Work Experience
-Experience in health, nutrition and integrated early childhood development and early detection of developmental delays and disabilities.
-Recent experience in nutrition in emergency programmes including, but not limited to, acute malnutrition, micronutrient deficiencies, and supplementation. Knowledge of the international code on regulating marketing of Breast Milk Substitute (BMS).
-Experience in policies formulation, and legislations review processes.
-Knowledge of the Inter-Agency Standing Committee and the cluster approach either through training or practical experience.
-Strong analytical and writing skills.
-Excellent communication, presentation and public speaking skills.
-Strong interpersonal skills, sensitivity to different cultural context and situations, and ability to work in teams and in a multi-cultural environment.
-Previous experience with the UN or INGOs is an asset.
