Background Information - PSC

Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Background Information – The Palestine Programme:

The strategy of UNMAS Palestine is being implemented through the delivery of activities organized under three (3) pillars, each coordinated by a manager.

    Supporting humanitarian access and protection of civilians – by proactively clearing deep buried bombs at known sites suspected of containing large aerial bombs;
    Support development and reconstruction efforts – by providing a sustainable holistic framework of ERW risk mitigation measures anchored by site-specific risk assessments for rubble removal, reconstruction, and development work;
    Support the protection of civilians by promoting safe behaviors – by delivering risk education to populations at risk;

Functional Responsibilities

Under the guidance and supervision of the of the Palestine Programme Manager, the Community Liaison Assistance – Victims Assistance Pathways Coordinator is responsible for the supporting of the Explosive Remnants of War (ERW) - Victims Assistance (VA) coordination process and the tracking of ERW casualties from the time of accident to complete rehabilitation. The VA coordination process ensures that all ERW casualties are correctly recorded and the specialist physical and or psychological support is afforded to the casualty. The CLA-VA Pathway Coordinator’s specific responsibilities include, but are not limited to:

ERW Accident Tracking and Verification Process:

-    Collect data of all ERW accidents and verify the facts through different sources
-    Consolidation and Reporting of findings and relevant  information to all Mine Action Partners
-    Liaising and consistent communication with the UNMAS Risk Education CLA for coordinating any required post accident ERW Risk Education
-    Tracking of all casualties and ensure that all data is recorded on the victims tracking sheet

Victims Assistance (VA):

-    Referral of the casualties to the appropriate health service providers following the verification of the accident information
-    Laising and consistent follow-up with all service providers to ensure that the most appropriate post accident support is provided
-    Maintainance of a database of service providers with regard to the respective services
-    Maintenance of an effective VA filing system ensuring an up-to-date and complete archive of all cases
-    Coordinate an ongoing outreach of service providers in order to ensure a high quality of service provision

Cluster Representation:

-    Attending all meetings related to VA as the referral CLA-VA Pathways Coordinator
-    Attend the CPWG as the referral CLA-VA Pathways Coordinator
-    Act as the UNOPS Palestine  Gender coordination/communicaiton Focal Point

General tasking:

-    Draft for approval ‘Life Stories’ detailing the work of the UNMAS Palestine Programme
-    Translate and edit  various written documents as required

Education/Experience/Language requirements

First level university degree (Bachelors or equivalent) in Communications or similar field OR; Secondary school diploma (high school) with additional five (5) years of relevant experience will be excepted in lieu of first level degree.

-    Minimum one year of experience in Community Liaison.
-    Experience working in Gaza is an asset.
-    Experience in report writing is desired
-    Mine action experience is desired
-    International organization experience is desired
-    Experience in planning is desired
-    Experience in communication and contract management is desired
-    Fluency in Arabic (writing, reading and speaking) is required.
-    Intermediate in English (writing, reading and speaking) is required.
-    Knowledge of another UN official language is desired
