PLACE IN THE ORGANIZATION
The incumbent of this post reports to the Chief, Field Education Programme. S/he is responsible for setting the overall school quality assurance framework in the field and coordinating with the other quality assurance units, Agency wide for exchange of expertise. S/he is the reporting officer for all the School Quality Assurance Coordinators and oversees their work. S/he leads the team of School Quality Assurance Coordinators and provides strategic framework and technical support for creating efficient and coherent quality assurance procedures. S/he is responsible for setting up the school quality assurance framework together with the Education Steering Management Committee (ESMC) (as being a member in this committee) and in other field school quality assurance heads and for managing School Quality Assurance Unit.
RESPONSIBILITIES AND DUTIES:
In accordance with established policy and procedures, the incumbent sets the overall school quality assurance framework in the Field. Specifically, s/he performs the following responsibilities:
-Supports providing strategic direction for improving education quality at the Field level; develops, plans and implements procedures and processes for school quality assurance across the field.
-Oversees and monitors, together with the School Quality Assurance Coordinators, the development of different types of data on aspects of school's performance, develops and determines the implementation of quality assurance review systems and conceptualization and monitoring at all areas in the field.
-Ensures that school quality assurance system is utilized effectively to improve school performance according to UNRWA quality assurance policies and procedures.
-Leads on the dissemination of good practices across the field and communicates with relevant stakeholders about the work of the unit.
-Manages the collection of data and motivates School Quality Assurance Coordinators to self-manage and create well-prepared quality assurance reviews with supporting evidence thus producing regular reports and updates on school quality assurance, as required.
-Works with the other units and the Field’s ESMC to deliver quality education; ensures that all quality assurance systems are abided by and that schools meet current UNRWA specified quality standards.
-Manages, oversees and motivates the unit staff and directs their efforts towards achieving the objectives of the unit and of the organization and uses data to facilitate continuous enhancement of educational provisions.
-Is responsible for the professional development activities and works collegially with peers to improve his/her practice; keeps up to date on knowledge and practice in the area of work including the latest research and studies on quality assurance.
-Performs such other duties as may be assigned.
MINIMUM QUALIFICATIONS
Academic and professional qualifications:
-A university degree in a school related subject plus higher diploma or one year professional teacher training, or
-Advanced university degree in quality assurance, management or school related subject.
Experience:
At least six years of relevant professional experience of which at least two years as a teacher /instructor/or as trainer on issue relevant to education and a minimum of four years’ experience in an administrative/managerial/supervisory capacity.
Languages:
Excellent command of spoken and written English and Arabic.

-Proficiency in standard Agency computer applications.
DESIRABLE QUALIFICATIONS:
-A PhD degree in a related subject particularly in School Quality Assurance/Monitoring and Evaluation or equivalent.
-In-depth knowledge and understanding of research in quality assurance procedures, practices.
ADDITIONAL INFORMATION:
The incumbent may be required to work beyond the regular working hours.
EQUIVALENCY:
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered, should less than two qualified candidates are found.
REMUNERATIONS
MONTHLY BASE SALARY : 1,105.0JD + An allowance of 1000 NIS payable in JD at UNRWA rate + Other fringe benefits include provident fund & health insurance+25% of the basic salary as Senior Professional Officer Allowance.
DEPENDENCY ALLOWANCE : Payable to spouse and up to seven children
DATE FOR ENTRY ON DUTY : As soon as possible
