PLACE IN THE ORGANISATION
The incumbent of this post is responsible to the Head, Field Legal Office, Gaza (HFLO). Under HFLO supervision, he/she will provide legal and technical advice to other Agency officials and individual staff members in the Field; he/she also assists the HFLO in ensuring the consistent interpretation and application of the Agency’s regulatory framework in providing legally sound, timely, easily applied, politically sensitive and consistent advice on matters related to UNRWA’s operations in Gaza.
RESPONSIBILITIES AND DUTIES
In accordance with Agency policy and procedures, and under the supervision of the HFLO:
-Provides advice on and where appropriate, support to investigations into allegations of staff member misconduct and other matters;
-Provides advice on the interpretation and application of the Agency’s regulatory framework, in particular UNRWA Area and International Staff Regulations, Rules and associated administrative issuances, Financial Regulations and Organizational Directives;
-Under the guidance of HFLO and in coordination with Field and HR colleagues liaises, as appropriate, with external actors to safeguard and facilitate the Field's operations.
-Upgrading of records of local legislation and advising on such legislative developments as it may affect the Agency; and Performs such other duties as may be assigned.
MINIMUM REQUIREMENTS
Academic and Professional
Law degree with a license to practice the profession in the Field of Duty Station.
Experience
At least two year's experience as a practicing lawyer or as a legal adviser in a public or private organization or institution.
Language
Excellent command of written and spoken English and Arabic.
Equivalency
Any combination of relevant academic qualifications, professional training and/or relevant work experience accepted as equivalent by Head, Field Human Resources Office, in consultation with the Head, Field Legal Office, may be substituted for all or any part of the above requirements.
DESIRABLE QUALIFICATIONS
-Familiarity with the UN Common system and practices; and
-Knowledge of the history and contemporary issues of the Middle East.

-Ability to effectively compile and synthesize information;
-Proven ability in the analysis of facts/information, the development of rigorous arguments and replies and provision of sound advice;
-Good English drafting skills;
-Ability to progress with work independently and to participate as a member of a team;
-Ability to communicate effectively with a range of internal and external contacts; and
-Ability to negotiate effectively.
