UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. The Agency is committed to assisting Palestine refugees in maintaining a decent standard of living, acquiring appropriate knowledge and skills, enjoying the fullest possible extent of human rights, and leading a long and healthy life. UNRWA is by far the largest UN operation in the Middle East with over 29,000 staff. Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurse or social workers.

MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the ideal candidate will:
-Expedite and supervise implementation of the Gender Initiative Programme by establishing collaborative relationships with community based partners and supporting them technically and managerially.
-Act as UNRWA’s contact person for implementing partners for the Gender Initiative Programme, including selecting new partners when needed and ensuring existing partnerships are fostered and maintained.
-Coordinating with UNRWA departments and facilitating timely and efficient delivery of project inputs and outputs.
-Organizing and participating in programmer elated meetings and extending technical, programmatic and managerial support to implementing partners, including following up on the implementation of their projects and recommendations.
-Contribute to advocacy and resource mobilization efforts of the Gender Initiative Programme by:
-Analyze and report on Programme progress in terms of achieving results, using existing monitoring and evaluation tools; identify constraints and resource deficiencies and recommend corrective actions; monitor project expenditures and disbursements to ensure delivery is in line with the approved project budgets, donor requirements and to realize targeted delivery levels; Supporting the development of proposals and reports; conducting meetings civil society organizations; and attending donor meetings when required.
-Directly manage the work of the Gender Initiative Programme team and provide management support to field coordinators.
-Ensure administrative, procurement and financial processes and activities are in line with Programme budgets and work plans.
Performs other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
-University degree in a business administration, communication, or social science.
-At least five years of relevant working experience in project/programme management, women’s and/or gender issues with at least 3 years of supervisory responsibilities; with International and/or UN Agencies.
-Proven ability to manage teams and relationships.
-Proven ability to manage programmers.
-Ability to communicate and develop people.
-Analytical and strategic thinking and result oriented.
-Ability to handle financial and accounting matters.
-Strong English and Arabic language skills.
-Good knowledge of the working of the civil society in the Gaza strip.
-Integrity, commitment and respect for diversity.

CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $1471.80 plus a currency adjustment factor (present rate 4.14%).
-Contract Duration: six months. Extension is subject to continued need, availability of funds and satisfactory service.
-Leave: 30 days annual leave.
-Other conditions of service and benefits may apply.
-A regular staff member can apply to this LDC post but will not be allowed to assume such post through secondment as he/she needs to leave his/her current post to accept LDC appointment.

EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

ASSESSMENT METHOD
