PLACE IN THE ORGANIZATION
The incumbent of this post is responsible to the Executive Officer “Staff Relations Advisor” and will be responsible for the day-to-day management and implementation of the project “Improving Staff Relations” initiated by the Agency to address a number of internal challenges in relationships between staff, including those posed by the roles, leadership functions, and their interaction with the most senior management of the UNRWA.
RESPONSIBILITIES AND DUTIES:
In accordance with established Agency policy and procedures the incumbent:
Is responsible for the day-to-day management of the project ensuring successful implementation of the work plans/ activities by the project team/activities leaders. In particular:
-Promotes and improves the broad communication between staff and management to improve the sense of trust that will feed into the Agency’s decision-making processes.
-Monitors and develops the key internal communications tools, mainly the Agency’s intranet and the Staff Gateway Arabic portal, to ensure accessibility to all staff.
-Addresses the needs of staff to know about their job security, pay and conditions of service by translating and communicating relevant information such as Personnel Directives, administrative rules and circulars, Provident Fund etc.
-Develops plans for capacity building and career development to help build the capacities and career prospects of staff within the Agency at the Field level, including conducting specialised training to boost professional morale and help designated staff develop their career.
-Oversees and improves the overall partnership between management and staff to enhance staff participation in the way UNRWA delivers its services and maintains relations with unions and host governments to ensure neutrality and professionalism are effectively met.
-Introduces mentoring programme as a developmental approach, being a critical component in the success of organizational and staff development.
In coordination with each activity leader, establishes project work plans, takes appropriate and timely action to meet set goals and updates work plans based on the operational needs in close coordination with relative departments.
-Establishes and administers the project’s overall budget; monitors expenditures against the project financial resources in coordination with the Finance Department and provides timely and accurate financial data analysis to the supervisor.
-In close coordination with the supervisor, develops communications strategies to ensure internal and external awareness of the project by developing a communication tool.
-Prepares reports with updates on the progress of project implementation for key stakeholders; prepares presentations, drafts correspondence and provides intermediate and final narrative reports in accordance with the agreement signed with the donor.
-Ensures timely follow-up with concerned Departments and Field Offices; develops and maintains productive working relationships with all project stakeholders.
-Ensures the highest standard of monitoring and evaluation of the project by conducting periodic reviews to identify delays and gaps and recommend potential resolution.
-Performs such other duties as may be required.
MINIMUM QUALIFICATIONS
Academic and professional qualifications
Advanced university degree in business administration, law, or other relevant social science or development studies.
Experience:
At least 8 years of experience of which 4 years should be in private sector and/or international organizations dealing with projects.
Language:
Excellent command of written and spoken English and Arabic.
Competencies:

-Proven ability and skills in planning, management and mobilization of resources.
-Proven expertise in project cycle management and ability to develop relevant indicators.
-Ability to coordinate, communicate and manage project works and meet tight schedules.
-Knowledge and capacity to manage project documentation to professional and accurate standards.
-Problem solving skills.
-Ability to progress with work independently and to participate as a member of a team.
-Ability to communicate effectively with a range of internal and external contacts.
DESIRABLE QUALIFICATIONS
-Familiarity with the UN Common system and practices.
-Certification in project management or results-based management.
-Experience with staff relations and internal communication.
ADDITIONAL INFORMATION
The incumbent will be required to reside in the duty station and may travel occasionally to other areas of the Agency's operations in the Middle East.
EQUIVALENCY:
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered, should less than two qualified candidates are found.

REMUNERATION’S
GRADE : 18
MONTHLY BASE SALARY : 1,242.0 JD + An allowance of 1000 NIS payable in JD at UNRWA rate + Other fringe benefits include provident fund & health insurance+ 50% of the basic salary as Special Occupational Allowance.
DEPENDENCY ALLOWANCE : Payable to spouse and up to seven children
