1. FUNCTIONS AND RESPONSIBILITIES:
In accordance with established policy and procedures, the incumbent develops and investigates quality and standards of staff productivity in line with department’s guidelines / procedures and good practices; responsible for coordinating, preparing, entering, monitoring and controlling the MD biennium budget in all fields; ensures branch office staffing norms for each branch and product is maintained to guarantee efficiency and profitability; advises CMO on and/or assists in matters related to personnel, applicable regulations, and in researching and responding to personnel-related policy issues raised by internal and external stakeholders; coordinates with Administration Officers in MD fields of operations to plan, schedule, and implement administrative field activities; responsible for ensuring that loan management information system data entry staff perform their work accurately and efficiently, and that each field and branch can disburse loans in a timely manner; sets priorities and follows up on work with MIS staff; assists in preparing routine, special reports, and terms of reference to senior management, donors, and staff as required; assists in identifying policy issues which require departmental consideration
and the implications of such policies; performs all aspects of contracting transactions through special service contracts from initiation to recommendation of awards; solicits bids or quotations, analyzes them for conformity to specified requirements; coordinates with Monitoring and Evaluation Officer market studies, needs assessment and focus group discussion with clients through credit operations staff; performs such other duties as may be assigned.

2. IMPACT OF INCUMBENT’S WORK
-Importance of decisions and proposals made by the incumbent The quality control, quality assurance and staff performance management system in the Microfinance Department will be reflected positively in the overall planning, decision-making and operational self-sufficiency of the department.
- Possible consequences of involuntary errors made by the incumbent Failure to provide valid and reliable information on quality control and quality assurance standards will reflect negatively on the staff performance management system and the profitability of the Microfinance Department, which may result in undermining the planning process and the reputation of the services it provides.

3. INDEPENDENCE OF WORK
(A) Application of guidelines
The incumbent is responsible for developing quality standards within the framework of the programme strategy and field implementation plans. This post calls for a high degree of creativity and innovation in developing appropriate techniques for evaluating staff performance that guarantee high quality outputs that will affect the overall performance of the department as a whole. In performing his/her work, the incumbent must be guided by general Agency’s policies, regulations, rules, instructions and procedures as well as the department’s staff performance management system. However, the incumbent has room to develop guidelines in doing his/her work.
(B) Supervisory control over work of incumbent
Under the overall guidance, general direction and supervision of CMO, the incumbent has considerable space in initiating and organising the work while results are reviewed for soundness of conclusions and judgement.

4. MINIMUM QUALIFICATIONS
(a) Academic and professional qualifications A university degree in Business Administration, or related discipline,
(b) Experience At least six years experience in similar work, of which three years should have been in a senior level.
(c) Language Excellent command of written and spoken English.
(d) Competencies Excellent skills in utilizing standard computer software; flexible attitude and ability to work in a participatory and accountable manner in a busy office that
values interpersonal and team skills; ability to work independently, implement projects with colleagues and outside contractor and meet tight deadlines; proven ability to exercise the initiative and resourcefulness necessary for prioritizing multiple clusters/components; strong analytical skills; knowledge of the microfinance environment.

5. DESIRABLE QUALIFICATION
MBA or other business or operational qualifications.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

7. ADDITIONAL INFORMATION
The incumbent will be required to travel regularly to the Agency’s areas of operations to achieve the work objectives of this post. The incumbent may be required to use UNRWA vehicles and should be in possession of a valid driving license.

6. CONDITIONS OF SERVICE :
UNRWA offers an attractive compensation package including gross monthly salary starting at JD 898.2 (net tax free) plus 15% as Special Post Occupation Allowance plus a Jerusalem Allowance of NIS 510; the Agency also contributes 15% of basic salary as the Agency’s share of Provident Fund. Other fringe benefits may include dependency allowance for married staff, annual leave, provident fund, health insurance. Initial contract is for 3 years; the first year is considered as probationary period, and the contract is extendable for further periods depending on the performance of the incumbent.
