Background:
This position is located in Gaza City, in the Gaza sub-office of the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO). The incumbent reports to the P-3 Coordination Officer in the Coordination Unit.
The Coordination Unit/Resident Coordinator Office within UNSCO advises the Deputy Special Coordinator/Resident Coordinator/Humanitarian Coordinator on humanitarian and development aid coordination issues. It works closely with UN Agencies, the donor community, the Palestinian Authority, the Government of Israel and the local NGO community on the planning, monitoring and evaluation of aid policies and projects. It provides a combination of coordination services and policy assessments. It represents the United Nations system at both the international and local levels, giving it the ability to provide assessments of the situation on the ground, mobilize donor funds, and advise donors on key policy decisions.
Under the guidance and direct supervision of the Coordination Officer, the National Coordination Officer strengthens capacity of the UN Country Team, analyzes political, social and economic trends and provides inputs to preparation of country programming products, supports the national strategies setting, provides assistance to development and implementation of the collaborative and joint programmes and, serves as a UNSCO Coordination Unit focal point in Gaza.
The National Coordination Officer works in close collaboration with programme and operations teams of the Agencies, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of UNCT activities.
Description of Responsibilities:
The National Coordination Officer in Gaza will be an integrated part of the Coordination Unit/Resident Coordinator’s Office within UNSCO. The Officer will have a central role in ensuring that development trends, challenges and activities are brought to the attention of mission leadership and incorporated in key reports and messages, through the Coordination Unit. At the same time, as part of the Coordination Unit, the Officer will play a key role in promoting coordination among UN agencies and between the UN family and local stakeholders.
The National Coordination Officer will support efforts to promote a coherent approach to development activities of UN agencies in Gaza to ensure inter-agency synergies and collaboration. Within delegated authority, the National Coordination Officer will be responsible for performing the following functions:
-Ensure effective support to and promotion of UN inter-agency coordination and wider partnerships in Gaza, including the implementation of country programming processes and products, including the UNDAF:
-Develop and maintain productive partnerships with mission components, UN agencies, NGOs, bilateral and multilateral donors, the private sector, civil society and other stakeholders.
-Strengthen partnerships between the UN and local authorities, private sector and civil society.
-Provide secretariat and substantial support to enable the smooth functioning of inter-agency fora that promote development of cohesive and coordinated approaches to development in Gaza.
- Represent the Coordination Unit/Resident Coordinator’s Office and actively participate in inter-agency groups such as the Gaza Recovery and Reconstruction Group.
- Support the implementation of UN common planning and programming processes, including the UN Development Assistance Framework (UNDAF).
- Support the development and implementation of joint United Nations strategies, programmes and activities in Gaza, including promoting knowledge of and facilitate implementation of joint UN strategies and programmes in Gaza.
- Monitor all joint/collaborative programmes/initiatives of the UNCT in Gaza and provide periodic reports as necessary.
- Identify the strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN System reform and SDGs. Preparation of high quality documents summarizing the developments in the UNDAF areas of cooperation. Provide advice on adjusting strategies and implementation modalities.
- Support the organization of and substantive inputs for Gaza field visits for the diplomatic community led by the Resident Coordinator.
Monitoring, analysis and reporting on Gaza’s development challenges
-Monitor and analyze socio-economic developments in Gaza, including in the water and energy sectors, and stay abreast of the situation, key players and activities, as well as the challenges and opportunities faced.
-Monitor and report on developments related to Coordination Unit/Resident Coordinator Office and UNCT development and socio-economic programmes and activities in Gaza; including preparing inputs for situation reports, background notes and options papers;
-Maintain an effective system of information management designed to guarantee accessibility and utility of information on UN development programming in Gaza;
-Develop and maintain an overview of main ongoing development and socio-economic activities, results and challenges in Gaza;
-Identify and analyze key development challenges and opportunities, and support the development of strategies, policies and other measures designed to achieve common objectives;
Ensuring effective flow of information and coherent communication
- Ensure that timely and regular updates are provided to senior leadership via the Coordination Unit through timely and smooth communication and updates on challenges and concerns
- Develop proposals for communicating effectively and strategically about Gaza’s Development challenges.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
- Identify sources of information related to coordination. Identify and synthesize of best practices and lessons learnt directly linked to UNSCO/RCO policy goals.
- Provide referral services for staff and UN agency colleagues without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation.
- Sound contributions to knowledge networks and communities of practice.
Impact of Results
The Resident Coordinator’s Office is providing enhanced support for interagency coordination and partnership building in Gaza with a view to strengthening the aid community’s response to socio-economic and development challenges.
UN joint strategies and programmes are promoted throughout Gaza, with greater buy-in from UN agencies and partners within the Gaza Strip, including through the work of the National Coordination Officer in Gaza.
The Resident Coordinator’s Office produces more regular, more comprehensive analysis of socio-economic development in Gaza, ongoing UN activities and challenges, based on input from the National Coordination Officer in Gaza.
The key results have an impact on the success of the UN Country Team activities. In particular, the key results have an impact on the design and implementation of UN programme activities, strengthening of strategic partnerships for UNCT Programming including UNDAF implementation.

Qualifications :
Education:
MA degree in social sciences, political science, international relations, public administration, anthropology, law, economics or related area. A BA degree in combination with two years of additional experience may be accepted in lieu of the advanced university degree. Academic Degrees must be from Accredited Universities
Experience:
- A minimum of five years of progressively responsible experience in economic and social development, programme management, humanitarian affairs, civil affairs, or a related field is required.
- Demonstrated experience supporting local, national and international organizations, implementing development programmes in complex development or emergency situations.
- Demonstrated knowledge of the political and the socio-economic situation and challenges in Gaza, as well as familiarity with the key political and development actors in Gaza.
- Demonstrated ability to analyze and communicate political, economic and social challenges.
- Demonstrated experience in contributing to strategic development products based on national level priorities for international donors is required;
- Demonstrated familiarity with and sensitivity to wider national and regional developments and how they impact the situation in Gaza.
Language Requirements:
English and Arabic are working languages for this assignment, therefore oral and written fluency in both languages are required;
