Background:
The United Nations Volunteers (UNV) Programme jointly with the United Nations Human Settlements Programme (UN-HABITAT) are seeking experienced National UN Volunteer Specialist “Communication and Outreach Associate”- one position for duration of twelve months, renewable based in Ramallah.
This post is a United Nations Volunteers assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer. It makes important contributions, economically, as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.
The UNV Programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV volunteers contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
Description of Responsibilities:
Under the overall supervision of the director of UN-Habitat’s office in oPt and the direct supervision of the Programme’s urban planner, the UNV Communication and Outreach Associate will support the programme’s technical team to manage the development of the programme’s digital platform, to creatively inform and educate the Palestinians on urban development issues through media and other avenues, and to improve the institution’s overall communication strategies.
The UNV Communication and Outreach Associate will be embedded with the UN-Habitat team in Ramallah for the duration of the contract. UN-Habitat will be responsible for providing overall assignment-related direction to the UN Volunteer in his/her support to the team. In all of his/her dealings, the UNV Communication and Outreach Associate will be driven by a focus on attaining the strategic objectives of UN-Habitat and will work closely with the team members in order to achieve this.
The UNV Communication and Outreach Associate’s will undertake the following specific tasks:
-Support the organization in developing its public media/outreach strategy;
-Support the East Jerusalem planning programme in managing its digital platform, including data collection, data consolidation, review, edits, and data upload, ensuring the platform is always maintained and updated;
-Support the team in developing tools to educate the public on the urban issues in Palestine;
-Generate all materials and documents required to effectively communicate to the public on UN-Habitat’s mission, strategies, projects, etc.;
-Ensure that project activities (service delivery, policy, projects, visits, events, etc.) are appropriately covered and promoted in the local media and on the organization’s social media platforms;
-Support the preparation, editing, writing, and dissemination of newsletters, articles, press releases, factsheets, talking points and other pieces;
-Ensure compliance with UN-Habitat’s and its donors branding and marking regulations;
-Take photographs and record videos of events for use on the digital platform/ social media;
-Provide translation for web content, press releases, and other materials where needed from English to Arabic and vice versa to ensure content is featured equally in Arabic and English;
-Constitute a database with contacts of local, national & international media (TV, Radio, Press);
-Coordinate with vendors for design, translation and printing of materials;
-Perform any other related duties as may be required.
Furthermore, UN Volunteers are encouraged to:
-Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
-Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
-Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
-Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
-Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
-Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Outputs:
-Successful completion of the tasks explained above; successful and timely delivery of all activities;
-The programme’s digital platform and social media outlets are launched and efficiently managed;
-High quality communication materials are produced;
-A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
Competencies :
-Ability to craft information/messages in various media formats (press releases, brochures, website content, etc.);
-Excellent editorial skills with a sound understanding of writing for the web and engaging with a wide variety of audiences, particularly online;
-Ability to elaborate and implement communications and publications strategies;
-Ability to relay information, as appropriate, and to collect, analyze and evaluate data for reports and future planning;
-Excellent ability to write and communicate orally with accuracy and professionalism;
-Excellent knowledge of social media platforms, digital trends, and the Palestinian digital community;
-Ability to communicate sensitively and effectively across different constituencies;
-Ability to work effectively under conditions of limited or dual supervision, high stress and rapidly changing situations and circumstances;
-Excellent computer skills in using the following software: Microsoft Office suite (Word, Excel, Publisher, PowerPoint, etc.), Adobe design and image editing software (Photoshop, Illustrator, InDesign), ability to use Adobe Premier is desired;
-Ability to work collaboratively with other communication, media and outreach professionals, both Palestinian and international;
-Ability to work with web design platforms;
-Good photography skills.

-Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, and including possible extensive travel within the area of operations; willingness to transfer to other duty stations within area of operations as may be necessary;
-A demonstrable understanding and acceptance of the mission, values, goals and objectives of the United Nations mission in Palestine; genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values; have affinity with or interest in development, recovery and post-conflict situations, with volunteerism as a mechanism for development work, as well as commitment and interest to work for the UN System.
Qualifications :
The UN Volunteer must be a dynamic, multi-functional person, who wants to contribute to development in the oPt through promotion of volunteerism. The following qualifications are required:
a)Qualifications, skills, experience:
-A university degree in public relations, media, communication, journalism or related field;
-A minimum of 2 years of experience in public relations, communication, journalism or advocacy;
-Experience working with donor-funded programmes is desirable;
-Strong written and verbal communication skills in both Arabic and English are required; knowledge of Hebrew is an asset; excellent translation
skills in both Arabic and English;
Living Conditions:
As this is a national UNV assignment, the incumbent will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
Conditions of Service:
A 12-month contract renewable possibly renewable depending on mandate, availability of funding, operational necessity and satisfactory performance; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ 740, life, health, and permanent disability insurance; resettlement allowance upon satisfactory of service and assignment.
