Job Description
The United Nations Volunteers Programme (UNV) jointly with the Ministry of Women’s Affairs are seeking the recruitment of a National UN Volunteer Specialist as per the below specified terms of reference that have been established for the vacancy.

The United Nations Volunteers (UNV) Programme is the UN organization that promotes volunteerism to support peace and development worldwide.
Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies
and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
The Ministry of Women’s Affairs (MoWA) was established in November 2003 as a response to the Palestinian women’s struggle to achieve their national, political and socio- economic rights. MoWA’s mission is to empower Palestinian women, strengthen their capacities and status in order for women to assume ownership of their human, socio-economic and national rights. MoWA recognizes that an active civil society with full human rights which incorporates gender mainstreaming as a fundamental tool is intrinsic for the democratic state-building process and sustainable development. To this end, it is critical for the state to support and facilitate the endeavours of both governmental and non-governmental organizations that promote women’s empowerment. MoWA strives to ensure that women’s needs are integrated and addressed across all of the government’s development policies, palns, and programmes. Similarly, MoWA focuses on gender sensitization at the grassroots level through establishing effective networking channels with civil society organizations. Monitoring the institutionalization and implementation of gender sensitive policies, as well as discrimination against women is an ongoing commitment by MoWA.

Project Title: Gender Equality & Women’s Empowerment in the oPt
UNV post: UNV Deputy Minister Assistant
Duration: 1 year renewable
Location, Country: Ramallah/ oPt
Expected starting date: July 2010
Host Agency/Host Institute: Ministry of Women’s Affairs
Description of Duties:
Under the direct supervision of Deputy Minister the UNV volunteer will undertake the following tasks:
-Draft new projects concept papers.
-Develop logical frameworks for ongoing projects.
-Monitor ongoing projects and coordinate with key departments in the ministry on the implementation phases.
-Follow up donor requests for instance; progress reports, payment requests, action plans etc...
-Prepare presentations and talking points to the minister and or deputy minister
-Establish an archiving and documentation system.
-Develop the procurement plan and implement it once approved.
-Translate documents from Arabic to English & vice versa.
-Perform any other duties as assigned by the Deputy Minister.
In addition UNV volunteers are expected to further promote volunteerism and engage in volunteering activities:
-Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
-Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
-Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
-Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;
-Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV
Online Volunteering service whenever technically possible.
-Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
Qualifications/Requirements:
-Bachelor degree in Management, political or social science
-Minimum 3 – 4 years of practical and relevant working experience
-Management, leadership and communication skills
-Good knowledge in gender and development.
-Fluency in the English and Arabic
-Computer skills (mainly Word and Excel)
-Proven management capabilities and ability to work under pressure.

UNV Conditions of Service
The initial assignment is intended for initial 12 months; the selected candidate will receive a monthly volunteer living allowance (VLA) intended to cover the basic needs and equivalent to $ 870 per month, In addition the selected candidate along with any recognized dependants will be covered under the UNV life, health and permanent disability insurance. The volunteer is entitled and upon satisfactory completion of the 12 months assignment to the Resettlement Allowance.
