Background:

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 as UNIFEM. UN Women focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the context in Palestine, UN Women concentrates its efforts and interventions toward the realization of five strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
Reporting to the Programme Specialist for the Rule of Law Joint Programme the Women’s Security Analyst contributes to the effective implementation of the Rule of Law Joint Programme by providing substantive inputs and technical expertise to programme design, formulation, implementation and evaluation. S/he guides and facilitates the delivery of UN Women activities with the Ministry of Interior, the Palestine Civil Police and other security sector actors. She/he works in close collaboration with the rule of law team, government officials in the security sector, and civil society, ensuring successful programme implementation.
Description of Responsibilities:
Under the overall guidance of UN Women Special Representative and the direct supervision of the Rule of Law “Joint Programme” Programme Specialist, the Programme Analyst (Women`s Security) is expected to perform the following tasks, duties and responsibilities through Timely and quality substantive inputs to programme strategies and activities; timely and quality substantive inputs to work plans; Adherence to UN Women standards and rules; timely monitoring and tracking of results; relationship with partners and stakeholders; timely organization of events; quality of knowledge and advocacy products as follows:
Contribute technically to the development and implementation of programme strategies in the area of women’s security
- Provide substantive technical support to the implementation of the rule of law/women’s access to justice programme
- Provide technical assistance and capacity development to project/programme partners
- Provide technical inputs to programme/ project activities through monitoring and reporting
- Provide substantive inputs to building partnerships
- Provide substantive inputs to advocacy, knowledge building and communication efforts
Contribute technically to the development and implementation of programme strategies in the area of gender responsive security services
- Provide technical expertise to the design, formulation and implementation of programme initiatives;
- Identify areas for support and intervention related to the programme.
- Assume the role of general user in Atlas
- Creating e-requisitions in Atlas for the programme and register of goods receipt in Atlas;
Provide substantive technical support to the implementation of the rule of law/women’s access to justice programme
- Provide technical inputs to the annual workplan;
- Lead the implementation of programme activities with the Ministry of Interior, the Palestinian Civil Police and other security sector actors;
- Monitor implementation according to principles of results based management.
Provide technical assistance and capacity development to project/programme partners
- Coordinate and provide technical support in the implementation of programme activities;
- Maintain relationships with national partners to support implementation and expansion of the rule of law/women’s access to justice programme;
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
Provide technical inputs to programme/ project activities through monitoring and reporting
- Monitor progress of implementation of activities and finances using results based management tools;
- Draft reports on monitoring missions, programme results, outputs and outcomes;
- Provide substantive inputs to the preparation of donor and UN Women reports.
Provide substantive inputs to building partnerships
- Prepare relevant inputs to documentation such as project summaries, conference papers, speeches, presentations, briefing notes and talking points as requested by Programme Specialist;
- Participate in public information events, as delegated by Programme Specialist.
Provide substantive inputs to advocacy, knowledge building and communication efforts
- Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
- Coordinate the development of knowledge management methodologies, and products on rule of law/women’s access to justice

Qualifications :
Required Skills and Experience
Education:
Master’s degree or equivalent in social sciences, human rights, gender/women's studies, International development, or a related field is required
Experience:
- At least 4 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
- Experience in women’s access to security services is required
- Experience coordinating and liaising with government agencies in the justice and/or security sector is an asset
- Excellent communication skills (oral and written);
- Excellent computer skills and strong knowledge of Excel, PowerPoint and Word.
- Previous experience with the United Nations or another multilateral or international organization is an added advantage
Language Requirements:
- Excellent communication and drafting skills in both English and Arabic (written and spoken).
