Digitization Specialist – USAID Non-Revenue Water Management Project (NRWMP)

The USAID NRWMP implemented by Tetra Tech International Development (International Development Jobs - Tetra Techin the West Bank is currently accepting expressions of interest from qualified candidates for a Digitization Specialist.  This is a full-time position based in Hebron with frequent travel to Halhul and Dura.

The purpose of this project is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is a full-time position based in Hebron with regular travel to Dura and Halhul.

The Digitization Specialist will work under the guidance of the Commercial Specialist to lead the digitization efforts for payment systems within the 3-water utility organization. The digitization Specialist will play a key role in assessing the feasibility of digitizing payments for water services and developing cutting-edge solutions to enhance efficiency, customer experience, and overall operational effectiveness.

The Digitization Specialist will work with each water utility to compile and digitize, where needed, aging consumer debt with a customer register with potential negotiated repayment plans for outstanding debt consumers.

Responsibilities:

The following tasks and activities will be performed by the Digitization Specialist:

  • Conduct thorough feasibility studies to assess the viability and potential challenges of digitizing payments for water services.
  • Analyze existing payment processes, identifying bottlenecks, security concerns, and opportunities for improvement.
  • Stay abreast of industry trends, emerging technologies, and best practices related to digital payment solutions in the water utility sector.
  • Research and evaluate digital payment platforms and technologies to identify the most suitable options for implementation.
  • Collaborate with cross-functional teams to develop a comprehensive digitization strategy tailored to the specific needs and objectives of the 3 water utility organizations.
  • Formulate a roadmap for phased implementation, considering scalability and integration with existing systems.
  • Evaluate and select potential vendors and technology partners for digital payment solutions.
  • Negotiate contracts and manage relationships with vendors to ensure the successful implementation and ongoing support of digitized payment systems.
  • Establish robust security measures to safeguard customer data and financial transactions.
  • Ensure compliance with relevant industry standards, regulations, and data protection laws.
  • Work closely with WU IT designers to create user-friendly interfaces that enhance the customer experience during the payment process.
  • Implement customer feedback mechanisms to continuously improve the digital payment experience.
  • Develop and deliver training programs for internal staff and external stakeholders on the use of digitized payment systems.
  • Provide ongoing support to address issues and ensure a smooth transition to digital payment processes.
  • Document project activity reports and critical lessons learned with the 3 water utilities and stakeholders on digitization initiative.
  • Perform other tasks defined by the Institutional Support Advisor

Job Requirements

Qualifications:

  • Bachelor’s degree in Information Technology (IT), Computer Science, Business, or a related field.
  • Must have at least ten (10) years of professional experience in IT/digitization and financial management in developing countries.
  • Proven experience in digitizing payment systems, preferably in the utility or water services sector.
  • Strong understanding of security protocols, compliance requirements, and best practices in digital payment solutions.
  • Familiarity with a variety of payment technologies, platforms, and emerging trends.
  • Excellent project management skills and the ability to drive initiatives from conception to implementation.
  • Effective communication and collaboration skills to work with cross-functional teams and external stakeholders.
  • Proven leadership, organizational, and writing skills.
  • Professional fluency in Arabic and proficiency in English is required.
