BACKGROUND:
HelpAge International is a global network of not-for-profit organisations with a vision of a world where older people fulfill their potential to lead active, dignified, healthy and secure lives. With over 70 affiliates and 300 partners across more than 50 countries the HAI network brings together hundreds of organisations worldwide. HelpAge has a secretariat with offices in London and Brussels, six regional centres in Africa, South Asia, SE Asia, Central Asia, Latin America and the Caribbean.
HelpAge started working in the Gaza Strip in February 2009 following the December 2008 – January 2009 conflict. It is providing a response for older people needs including psychosocial support, livelihoods support and health/physical rehabilitation.
As of January 2012 HelpAge and its partners will start the EC funded project “Strengthening civil society as a means of poverty reduction for vulnerable older people in the occupied Palestinian Territory”.
HelpAge International seeks for one experienced committed professional for a full time position of “Project Coordinator”
Duration of the contract: 12 months starting as of January 2012
Reporting to: Gaza Programme Manager

JOB PURPOSE:
The Project Coordinator will provide overall coordination and monitoring of the EC funded project in the Gaza strip.  He/she will assume management of daily activities after the initial start up by the Gaza Programme Manager. Gaza Programme Manager and Project Coordinator will work closely with the Project team to provide technical, financial support and guidance. The Project Coordinator is responsible in overall supervision of Home Care workers, support of project activities and support the Gaza Programme Manager to ensure effective, timely and efficient development of the programme in Gaza.

KEY RESPONSIBILITIES:
-Manage and supervise the overall planning and daily activities of the project
-Directly manages the health staff of the project
-Reports to the Gaza Programme Manager
-Liaise with relevant authorities (e.g. MOH) in the planning and implementation of the project as appropriate
-Ensure all communications, accommodation and transportation needs are met to ensure the project runs smoothly
-Ensure reporting to Gaza programme Manager, according to the relevant donor contract, MoUs and against compliance requirements
-Coordinate with logistic officer and Gaza Programme Manager for the procurement and medical stocks, as well as other tasks, as defined in the project proposal; ensuring all necessary paperwork has been prepared and processed correctly.
-Provide technical and managerial support to all health team members in fulfilment of their duties according to project objectives.
-Ensure all activities are implemented in accordance with project action plan
-To establish data collection system in coordination with IT specialist and Gaza Programme Manager, ensuring all data is entered correctly from assessment and monitoring forms, and collecting all relevant secondary data available on old people in Gaza.
-To maintain records, files and reports for project activities and meetings attended.
-To monitor project outcomes and to ensure all activities are completed in a timely and efficient manner.
-To oversee the activities of partners through daily field visits and meetings with partner staff and managers.
-Attend relevant external meetings/workshops as agreed upon with Gaza Programme Manager
-Ensures monthly reports from partner organizations are complete and submitted in time
-Produce monthly reports to Gaza Programme Manager; the reports reflect an update on each activity, achievement and constraint faced.
-contributes to the monthly internal SITREP
-Assist in preparing of future project proposals and assessments
-To carry out other duties as requested by the Gaza Programme Manager and/or oPt Programme Director.

The post holder is expected to operate within all HelpAge policies and procedures.

PERSON SPECIFICATION:
Essential
-Has a Health and Nutrition background
-Experience in livelihood projects
-3 years of experience in coordination/overseeing/monitoring of fields activities
-Strong understanding of humanitarian/development policy and principles and challenges
-Technical and managerial competence in needs assessments, implementation planning, monitoring and evaluation
-Experience in working with local partner organisations and working in collaboration with Authorities, other INGOs, local NGOs and other stakeholders
-Be a team player and have excellent communication skills
-Able to prioritise work and meet deadlines.
-Able to organize and coordinate workshops and trainings
-Written and spoken English and Arabic.
-Excellent computer skills in MS Word, Excel, Power point and word processing.
-Experience with Data input and analysis using computerized software programme (e.g. SPSS
-Able to travel in all Gaza governorate
-Has a valid driving license

Desirable
-Knowledge and experience of ageing and issues older people are facing
