PROJECT DESCRIPTION

USAID’s Palestinian Energy Project (PEP) aims to advance the Palestinian energy sector to support affordable and sustainable energy independence in the West Bank and Gaza. The project focuses to improve the Palestinian Authority’s efforts to modernize and diversify the Palestinian electricity sector. The project focuses on improving access to and reliability of electrical services by strategically incorporating renewable energy, which will increase the Palestinian Authority’s control of its electrical supply and improve affordability over time. The project also assists the Palestinian Authority in its efforts to expand ownership and control of its energy assets.

INTRODUCTION

The transition in the power sector involves in many cases the integration of electricity generated by variable renewable energy (VRE) technologies, like wind power and solar PV, into the existing infrastructure. The physical characteristics of the power produced with the VRE are defined by the variability, uncertainty of the available input primary energy, the location-specificity of natural resources, stability and the interface with the electricity grid through power electronics converters. Furthermore, these resources can be deployed in both distributed and centralised manner. These characteristics differ from the conventional generation traditionally used.

The integration of the new VRE brings physical changes in the existing power supply infrastructure. These physical changes impose new challenges to the network operators in DISCOs and the energy authorities including the regulator, which must guarantee the reliability and efficiency of the supply of electricity.

The outcomes of the study are the simulates operation of the power system under different scenarios , identifies reliability constraints , determines relative costs of actions to help integrate RE and addresses system operator concerns that the system can work reliably and cost-effectively.

OBJECTIVE

A grid integration study is an analytical framework used to evaluate a power system with high penetration levels of variable renewable energy (RE). The grid integration study objective is the identification of feasible options, from the technical and economic prospective, for increasing the shares of renewable energy in the electricity system. The SOW will be focused on variable renewable energy resources (VRE), concretely solar PVs.

Tasks

This position will be working on two main tasks, as per PEP’s Year 2 Work Plan:

  • Task 1.5: Assist PETL and DISCOs in undertaking assessments and studies related to integration of VRE and conventional generation. The consultant will assist PETL and select DISCOs to develop a grid integration study, which will include training and provision of essential tools.
