Job description and specification

Background

The BSIS program in Palestine which is funded under EU support funds to Palestine and delegated to Belgian Development Agency (BTC) aims at helping entrepreneurs to translate their ideas into new businesses and small business to become more competitive and financially sustainable. The program is supporting business start-up incubators in Nablus, Ramallah, Bethlehem, Hebron, East Jerusalem and Gaza.

Job description

The BSIS programme wishes to appoint immediately a Voucher Programme Manager (VPM) to manage the setting up and the implementation of the business voucher scheme throughout the Palestinian Occupied Territories. The VPM will be based in the BSIS Programme Implementation Unit (PIU) offices based in Ramallah. He / she will work closely with each of the six BSIS Incubation Programme Managers (IPMs) based in the 6 BSIS partner incubators. The position is foreseen as full-time, starting at the beginning of October 2017 and ending at the end of November 2018.

Responsibilities

The key responsibilities of the VPM will be the following.

-    Plan, manage and coordinate all activities related to the implementation of the Voucher Scheme.
-    Develop and manage the voucher portal and upload content and news related to the voucher and start-ups and MSME success stories.
-    In close collaboration with the PIU, develop and implement an appropriate management reporting system.
-    In close collaboration with the PIU, coordinate  the various committees to be set up to review and approve the register of Business Advisors (BAs), the business service agreements between start-ups and MSMEs and BAs and the approval of the BAs output and payment.
-    Report to Project Manager of the PIU in a timely fashion on all matters relating to the implementation of the voucher.
-    Manage the good financial control of the voucher scheme in accordance with EU and BTC regulations.
-    Coordinate the implementation of monitoring and evaluation tools.
-    Maintain database of Business Development Service (BDS) providers.

Required qualifications and skills

-    Academic degree, or similar qualification, in marketing, business administration or a similar subject
-    Excellent program planning, budgeting, and monitoring skills
-    Human Resources management and leadership skills
-    Excellent communications, marketing, and interpersonal skills
-    Excellent language skills in Arabic and English (written and spoken)
-    Excellent knowledge of MS Office

Professional experience

Candidates need to be able to have and demonstrate relevant experience in the following: 

-    Minimum 5 years of general professional experience in the field of business consultancy or as a Business Adviser in Palestine.
-    Experience in project management, coordination, or related managerial position
-    Proven commitment to innovative business  practice and new business development of start-ups and MSMEs
-    Proven ability to rapidly identify and analyse business problems and issues in client businesses.
-    Experience in the design and / or implementation of voucher schemes or matching grant schemes for MSMEs is a plus.
